<br />26 <br /> <br />special meeting <br /> <br />j une 16, 1980 <br /> <br />page two <br /> <br />AYE: Brown, Cavazos, James, Kraus, Norris, Tenorio <br /> <br />NAY: Stokes <br /> <br />The Mayor introduced for consideration a Resolution having the following <br />caption: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, APPROVING AN ENGINEERING SERVICES <br />AGREEMENT FOR WEST WATER WELL IMPROVEMENTS BE'l'WEEN <br />THE CITY OF SAN MARCOS, TEXAS AND PRO-TECH ENGINEERING <br />GROUP, INC.; AUTHORIZING THE CITY MANAGER OF SAID CITY <br />TO EXECUTE SAID AGREEMENT ON BEHALF OF THE CITY AND <br />ESTABLISHING AN EFFECTIVE DATE. <br /> <br />I <br /> <br />Mr. Stokes asked if anyone knew where the water well was going to be <br />placed and where the money would corne from to hook up a line to it. <br />The City Manager said that the purpose of the agreement was to get <br />started on a feasibility study to determine where the best location for <br />the well would be. This would include getting an agreement with a <br />property owner, if needed, to locate the well on their propertY.and to <br />locate funds for the hook up. Mr. Tenorio asked if Community Development <br />funds were going to be used. The City Manager said yes. Mr. Tenorio <br />asked if this qualified under the Community Development block program. <br />The City Manager said that the HUD officials had received the application <br />and had approved it. Mr. Tenorio asked if this wasn't a borderline proposal <br />and the City Manager said no. Mr. Tenorio said he felt that this project <br />should be appropriated from the general fund and not through CD funds. <br />The City Manager said that a letter could be s€nt to HUD asking specifically <br />if the project was going to be approved. Mr. Stokes asked if an evaluation <br />had been done on the size of the line. The City Manager said it would <br />probably be a 12" line. Kelly Kilber said the exact size of the line had <br />been left out of the agreement until the work had progres'sed far enough <br />to determine the exact size needed. Mr. Tenorio said that at a meeting I <br />with HUD in the past they stressed tha.t projects must aid low to moderate <br />income families and he felt that this project would not be approved <br />because of that point. He also said he felt it was wrong to obtain funds <br />from Community Development for this project. Mr. Stokes said he would <br />like to see the City go ahead with the feasibility study at least. Mr. <br />Brown asked if other monies were available. The City Manager said not at <br />this point. Mr. Cavazos asked if the City would have to purchase the <br />easement for the well. Mr. Kilber said that Mr. Handler Smith, on Hunter <br />Road, had set aside a place on his property for the well to be located. <br />Mr. Brown asked who the well would serve. Mr. Kilber said it would be used <br />to serve all the City. Mr. Tenorio said that the City might look into <br />purchasing an existing utility service instead of adding to the existing <br />City service. Mr. James moved to adopt the Resolution. Mr. Cavazos <br />seconded the motion. On roll call, the following vote was recorded: <br /> <br />AYE: Brown, Cavazos, James, Kraus, Norris <br /> <br />NAY: Tenorio <br /> <br />ABSTAIN: Stokes <br /> <br />The Mayor introduced for consideration a Resolution having the following <br />caption: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, APPROVING A CONSULTANT SERVICES <br />AGREEMENT BETWEEN SAID CITY AND CHARLES WILLIS & <br />ASSOCIATES, INC. FOR THE DEVELOPMENT OF AN AIRPORT <br />MASTER PLAN STUDY; AUTHORIZING THE MAYOR OF SAID <br />CITY TO EXECUTE SAID AGREEMENT AND ESTABLISHING <br />AN EFFECTIVE DATE. <br /> <br />I <br /> <br />Mr. Ray Harper, from the Airport Commission, addressed the Council on <br />this item.
