I I I 79 MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, JULY 30, 1980 PRESENT: Mayor Kenneth V. Kraus Council Members Karl W. Brown Robert L. Cavazos Berry R. James Tess Norris *John J. Stokes City Manager City Secretary City Attorney Director of Finance Director of Community Services A. C. Gonzalez Doriss Hambrick Barbara Edwards Earl Williams Albert Sierra Also Present: Joe Garza, Bill Howle, Jerri Martin, Jeff Watkins, John Kreczmer~ Stuart Travis, Terry Roberts, Evelyn Honea, Donna Phillips, Sharyl Werner, Ollie Giles, Lanny Griffith, Ken Long, Gordon Thompson, Wayne Moore and others. The Mayor called the meeting to order at 7:00 p.m. The Mayor deferred to item #4 until the arrival of the City Attorney. The City Manager went over the extension policy. The Mayor stated that he wanted all requests for utility service outside of the City limits to be accompanied by a request for annexation and that the Council will take action on all requests for utility service outside of the City limits. The Mayor then returned to item #3 on the agenda, to consider accepting Mill Street property for use as a public street. The City Attorney stated that the property was deeded to the City, but that the City has never maintained the street. Mr. Stokes made a motion that a portion of property deeded to the City from Uhland Road to the Cone property be drawn up in an instrument of dedication for public use by the City Attorney and filed for record. Mr. James seconded the motion, which passed unanimously. The Mayor then returned to item #4 on the agenda. The Mayor requested that a building permit be requested within 3 months or the utility request and building permit be requested at the same time. The Council then discussed the feasibility of a construction crew. Mr. Stokes recommended that the Mayor appoint one of the Council Members to work with staff to finalize the policy. The general concensus of the Council was for the policy to include 100' at City expense, the construction crew and the developer to pay for an 8" minimum line. The Mayor then introduced for consideration the Utility Fund Budget. The Council discussed the budget at length and unanimously decided to call a General Fund Worksession for Wednesday, August 6th at 7:00 p.m. The meeting adjourned at 10:05 p.m. on motion of Mr. Brown and second of Mr. James.
