James <br />Ed Tarbutton <br /> <br />Also Present: Jeff Watkins, Ken Long, Charles Stone, Ramiro Lugo, <br />Evelyn Honea, Terry Roberts, George Boeker, David Balle, Joe Garza, <br />Frances Emery, Dusty Rhodes, Sharyl Werner, Jeff Ebner, John Kreczmer, <br />Margie McCloskey, Dinah Elwell, Ollie Giles, Wayne Moore, Terry <br />Lighthouse, and others. <br /> <br />The Mayor called the meeting to order at 7:00 p.m. <br /> <br />The Mayor introduced for consideration authorization to bid the <br />cemetery maintenance contract. Mr. Stokes moved to authorize the <br />bidding. Mr. Brown seconded the motion, which passed unanimously. <br /> <br />The Mayor introduced for consideration an Ordinance on second reading <br />having the following caption: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />~@RCOS, TEXAS, ABANDONING, VACATING AND CLOSING AN <br />ALLEY IN BLOCK 25 OF THE WESTOVER ADDITION TO THE <br />CITY OF SAN MARCOS, TEXAS; PROVIDING FOR THE REVERSION <br />OF FEE IN SAID LAND AND DECLARING AN EFFECTIVE DATE. <br /> <br />Mrs. Norris moved to approve the Ordinance on second reading. Mr. Brown <br />seconded the motion, which passed unanimously. <br /> <br />The Mayor introduced for consideration submission of tax rate <br />that is subject to the tax rate limitations of Article 7244(c) V.T.C.S. <br />Charles Stone, Tax Assessor/Collector, addressed the Council and <br />stated that $1.32 was the maximum rate that could be set by Council <br />without further public hearings. Mr. Stokes felt that the tax increase <br />should generate at least an additional $200,000 since the average <br />10% salary increase for City employees would be more than that figure. <br />Mrs. Norris said that the only way to balance the budget was to cut <br />services. The response from the neighborhood groups was that they <br />were willing to pay for these services in order to prevent them from <br />being cut. Mr. Cavazos stated that he did not want to propose new <br />tax rates until after the budget was finalized. The Mayor stated that <br />at this time they were only setting a maximum tax rate to be considered. <br /> <br />The Mayor introduced consideration of tax rate to be set for the <br />City of San Marcos for the year 1980. Mr. Stokes moved to set the <br />tax rate at $1.50 on 70% of valuation. Mrs. Norris seconded the motion. <br />On roll call, the following vote was recorded: <br /> <br />AYE: Brown, Kraus, Norris, Stokes <br /> <br />NAY: Cavazos <br /> <br />The public hearing for the tax increase was set for Thursday, August <br />28th at 7:00 p.m. at City Hall. <br />
