I I I ,.- ~ 101 ~ MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AUGUST 18, 1980 PRESENT: Mayor Kenneth V. Kraus Council Members Karl W. Brown Robert L. Cavazos Tess Norris John J. Stokes City Manager City Secretary City Attorney Director of Finance Director of Community Services A. C. Gonzalez Doriss Hambrick Barbara Edwards Earl Williams Albert Sierra ABSENT: Council Members Berry R. James Ed Tarbutton Also Present: Jeff Watkins, Ken Long, Charles Stone, Ramiro Lugo, Evelyn Honea, Terry Roberts, George Boeker, David Balle, Joe Garza, Frances Emery, Dusty Rhodes, Sharyl Werner, Jeff Ebner, John Kreczmer, Margie McCloskey, Dinah Elwell, Ollie Giles, Wayne Moore, Terry Lighthouse, and others. The Mayor called the meeting to order at 7:00 p.m. The Mayor introduced for consideration authorization to bid the cemetery maintenance contract. Mr. Stokes moved to authorize the bidding. Mr. Brown seconded the motion, which passed unanimously. The Mayor introduced for consideration an Ordinance on second reading having the following caption: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN ~@RCOS, TEXAS, ABANDONING, VACATING AND CLOSING AN ALLEY IN BLOCK 25 OF THE WESTOVER ADDITION TO THE CITY OF SAN MARCOS, TEXAS; PROVIDING FOR THE REVERSION OF FEE IN SAID LAND AND DECLARING AN EFFECTIVE DATE. Mrs. Norris moved to approve the Ordinance on second reading. Mr. Brown seconded the motion, which passed unanimously. The Mayor introduced for consideration submission of tax rate that is subject to the tax rate limitations of Article 7244(c) V.T.C.S. Charles Stone, Tax Assessor/Collector, addressed the Council and stated that $1.32 was the maximum rate that could be set by Council without further public hearings. Mr. Stokes felt that the tax increase should generate at least an additional $200,000 since the average 10% salary increase for City employees would be more than that figure. Mrs. Norris said that the only way to balance the budget was to cut services. The response from the neighborhood groups was that they were willing to pay for these services in order to prevent them from being cut. Mr. Cavazos stated that he did not want to propose new tax rates until after the budget was finalized. The Mayor stated that at this time they were only setting a maximum tax rate to be considered. The Mayor introduced consideration of tax rate to be set for the City of San Marcos for the year 1980. Mr. Stokes moved to set the tax rate at $1.50 on 70% of valuation. Mrs. Norris seconded the motion. On roll call, the following vote was recorded: AYE: Brown, Kraus, Norris, Stokes NAY: Cavazos The public hearing for the tax increase was set for Thursday, August 28th at 7:00 p.m. at City Hall.
