Gonzalez, City Man <br /> <br /> <br />Mayor Kraus and Members of <br /> <br />Salary and Benefits Studies <br /> <br />August IS, 19S0 <br /> <br />RE: <br /> <br />I <br /> <br />CSM-100 <br /> <br />- <br /> <br />City Staff have been working vigorously to study salary <br />and benefits provisions to adjust them to develop a more <br />competitive but affordable schedule for the City and its <br />employees. This work began with the creation of a Personnel <br />Planning Team (PPT) which is comprised of representatives <br />of upper and middle management and rank and file employees. <br />This group, meeting on a weekly basis for four months, reviewed <br />the entire personnel plan for needed revisions. Besides <br />addressing issues which caused administrative confusion or <br />concern, the PPT addressed the tough questions concerning <br />benefits and salaries. <br /> <br />WiLh the assistance of the Persortnel Manager, Dinah Elwell, <br />and the City personnel consultanf, Margie McCloskey, the <br />Personnel Planning Team hammered out policy changes listed <br />below: <br /> <br />1. Standby Duty - the old policy of $7.50 per day was changed <br />to $10.00 per day. See attached memo. <br /> <br />2. <br /> <br />Pay Raises - as mentioned in the last budget workshop, pay <br />raises were proposed as follows: <br /> <br />Unclasslfied <br /> <br />8% (except City Planner - 13%) <br /> <br />Classified <br /> <br />10% (except Draftsman I, Treatment <br />Plant Opercttor II, Meter Reader, <br />Grounds Malntenance Man, Crewman, <br />Equipment Operators I, II and III, <br />and Foreman - 15%) <br /> <br />The classified schedule adds two l,:{tra <br />pay steps. <br /> <br />Police <br /> <br />13% (pay schedule changed to conform <br />with classified pay schedule in the <br />number of steps) <br /> <br />Fire <br /> <br />17% <br />
