Gonzalez <br />Doriss Hambrick <br />Barbara Edwards <br /> <br />ABSENT: <br /> <br />Council Member <br /> <br />Tess Norris <br /> <br />Also Present: Gene Funk, Craig Farmer, Ken Moss, Sharyl Werner, <br />Jake Krauskopf, Carlos Rodriguez, Ada Burke, William Liddle, Dr. <br />Frank Rich, Ollie Giles, Frances Emery, John Kreczmer, Joe Garza, <br />Jerri Martin, Betty Wolverton, Shirley Wickersham, Aart Millecam, <br />Stephanie Langenkamp, Anita Miller and others. <br /> <br />The Mayor called the meeting to order at 6:00 p.m. <br /> <br />The Mayor introduced for consideration discussion of the Interim <br />Subdivision Ordinance. There were no comments made on Article I. <br />On Article II, Mr. Stokes had a question about the section on modular <br />homes. Craig Farmer, representative from Freese & Nichols, Inc., <br />said that this section could be deleted as there are no restrictions <br />on the location of modular homes. Mr. Tarbutton questioned the 5 <br />acre size on mobile home subdivisions. Mr. Stokes and the f1ayor <br />were concerned about the size requirement. Mr. Stokes stated that <br />20 lots per site was a sufficient size. There were no comments on <br />Article III. On Article IV, Craig Farmer stated that Section A <br />needed to be rewritten to say that the more restrictive requirement <br />prevailed. On Article V, Section C, the Mayor stated that a developer <br />may only have intentions of developing a portion of his land and <br />not know at the present time what the future use of the remaining <br />portion of land will be. On page 79, Mr. Stokes wanted to require <br />deed restrictions and that they be approved by Planning & Zoning. <br />On Article VI, Mr. Brown stated that he would like to have a clause <br />included to give Planning & Zoning and the Council the right to <br />require more stringent provisions than just minimum standards. Mr. <br />Stokes said that specific requirements needed to be specified in the <br />Ordinance. The City Manager suggested designating environmentally <br />sensitive areas such as the aquifer recharge zone. Mr. Stokes also <br />recommended requiring new subdivisions have minimum lot sizes which <br />were no smaller than 75% of the lot size of contiguous subdivisions. <br />Mr. James was concerned about the parkland requirements. Mr. Farmer <br />stated that a dollar figure needed to be set. Mr. Stokes felt that <br />if the City takes the money from the developers and they forfeit it, <br />the City should be responsible for constructing the parks. On Article <br />VII, Mr. Brown stated that he wanted the subdivision utility requirements <br />to parallel the new extension policy. Mr. Stokes said that he would <br />like to see a time limit set up for the City to construct sidewalks. <br /> <br />The Mayor stated that since the review of the Interim Subdivision <br />Ordinance had taken so long, that a special meeting would be held <br />on Monday, September 15, 1980 at 6:30 p.m. to discuss the Interim <br />Zoning Ordinance. <br /> <br />The meeting adjourned at 8:40 p.m. on motion of Mr. James and second <br />of Mr. Tarbutton. <br /> <br /> <br />~ <br /> <br />* Mr. Cavazos arrived at 7:15 p.m. <br />
