Mr. <br />Tarbutton stated that he would like to see a contract drawn up between <br />the City and the Hays County Commissioners Court. In the meantime, <br />he felt funding at 1/12th of the requested funding for the next three <br />months should be enacted. He also felt a monitoring committee was <br />needed to consist of 2 members of the Hays County Medical Association, <br />1 from the finance community, the County Auditor, the City Finance <br />Director, 1 from the City Council and 1 from the Hays County commiSSiOlrs <br />Court. Mr. Stokes stated that it was his understanding the hospital <br />operated at a profit and that they should contribute to the ambulance <br />service. George Dashner, the Administrator of Hays Memorial Hospital, <br />stated that the hospital does contribute financially to the EMS servic <br />He stated that when EMS has a bad debt on a patient, the hospital also <br />has one. The Mayor stated that he would like to pro-rate 1/12th of <br />80% of the requested funding for two months and that within 60 days <br />the City, County and Hospital should set up a committee to review <br />personnel, rates and billing procedures. Mrs. Norris so moved.: Mr. <br />James seconded the motion, which passed unanimously. <br /> <br />The Mayor introduced for consideration appointments to various Boards <br />and Commissions of the City. Mr. Stokes moved to consider only those <br />Boards and Commissions on which nominations had been made or the members <br />were up for reappointment and to consider the Health Officer. Mr. Cava- <br />zos seconded the motion, which passed unanimously. Mr. Stokes stated <br />that the Council should be given two weeks prior notice to the vacancies <br />being placed on the agenda for their consideration. On the Environmental <br />Advisory Board, Mr. James nominated Mr. W.E. Norris. Mr. Cavazos seconded <br />the motion. On roll call, the following vote was recorded: <br /> <br />AYE: Brown, Cavazos, James, Kraus, Stokes, Tarbutton <br /> <br />NAY: None <br /> <br />ABSTAIN: Norris <br /> <br />I <br /> <br />On the Ethics Review Commission, Mrs. Norris moved that McBride <br />Wilson, Sr. be appointed. Mr. Stokes seconded the motion. On roll <br />call, the following vote was recorded: <br /> <br />AYE: Cavazos, Kraus, Norris, Stokes, Tarbutton <br /> <br />NAY: Brown, James <br /> <br />On the Housing Authority Board, Dr. Carlos Rodriguez, William C. Potter <br />and Rose Brooks were placed in consideration for renomination by Mrs. <br />Norris. Mr. James seconded the motion. On roll call, the following <br />vote was recorded: <br /> <br />AYE: Brown, James, Kraus, Norris, Stokes, Tarbutton <br /> <br />NAY: None <br /> <br />ABSTAIN: Cavazos <br /> <br />On the Planning and Zoning Commission, Mr. Stokes moved that Dr. Stanley <br />Sissom and Joel Barnard be reappointed. Mr. James seconded the motion, <br />which passed unanimously. I <br /> <br />On the Urban Renewal Board, Mr. Tarbutton moved that Yancy Yarbrough, <br />John Bryant and John Durrett be reappointed. Mrs. Norris seconded the . <br />motion, which passed unanimously. <br /> <br />On the Zoning Board of Adjustment, Mrs. Norris moved that Pete Rodriguez, <br />Walter Preston and Corliss Dees be reappointed. Mr. Cavazos seconded the <br />motion, which passed unanimously. <br />
