Gonzalez Doriss Hambrick Barbara Edwards ABSENT: Council Member Ed Tarbutton Also Present: David McCall, Jeff Watkins, Lanny Griffith, Raylene Kraus, John Kreczmer, Sharyl Werner, Allen Addis, Joe Garza, Joe Cox, Allyn Gill, Ramiro Lugo, Jake Krauskopf, George Dashner, H.C. Kyle III, Isom Hale, Jane Wilson, Terry Lighthouse, George Boeker, Ray Harper, Carl Weathers, and others. The Mayor called the meeting to order at 6:30 p.m. The Mayor introduced for consideration an Ordinance on emergency having the following caption: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING CHAPTER 12, ENTITLED "GARBAGE AND TRASH", OF THE CODE OF ORDINANCES, CITY OF SAN MARCOS, TEXAS TO INCREASE COLLECTION CHARGES FOR RESIDENTIAL SERVICES WITHIN THE CITY LIMITS BY SAID CITY; TO INCREASE CHARGES FOR CITY GARBAGE SERVICE TO COM~mRCIAL ESTABLISHMENTS WITHIN THE CITY OF SAN !>1ARCOS; TO INCREASE CHARGES FOR CITY SERVICE TO ESTABLISHHENTS NITHIN THE CITY LHlITS HAVING SPECIAL REFUSE CONTAINERS (DUMPSTERS); SETTING RATES FOR SERVICE OUTSIDE THE CORPORATE LIMITS OF THE CITY OF SAN MARCOS AND DECLARING AN EMERGENCY. Mr. Stokes stated that from figures he had obtained, one-third more revenue would be generated by this increase. He asked that new cal- culations be presented to Council at a later time. The Mayor asked if the figures took into consideration any new accounts. The City Manager said they did not. Hr. Brown asked how the commercial rates were calculated. The City ~1anager said a set percent based on current accounts was used to increase the rates. Mr. James said that he wanted a comparison of commercial rates with the private collection systems. Mrs. Norris moved to adopt the Ordinance on emergency. Mr. James seconded the motion. Mr. Stokes made a motion to amend the Ordinance and charge twice the normal rate for garbage collection outside the City limits. Mrs. Norris seconded the motion, which passed unanimously. On the original motion to adopt the Ordinance, the vote was unanimous for approval. The Mayor introduced for consideration an Ordinance on emergency having the following caption: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN rffiRCOS, TEXAS, M~ENDING SECTION 2-31 OF THE CODE OF ORDINANCES, CITY OF SAN MARCOS, TEXAS TO PROVIDE FOR THE CLASSIFICATION OF ALL FIREr1EN AND POLICEMEN; TO AUTHORIZE POSITIONS IN EACH CLASSIFICATION; TO INCREASE THE SALARY IN EACH JOB CLASSIFICATION AND DECLARING AN EMERGENCY. Mr. James moved to adopt the Ordinance on emergency. Mrs. Norris seconded the motion, which passed unanimously. * Mr. Cavazos arrived at 7:15 p.m.
