Kyle III, <br />Isom Hale, Jane Wilson, Terry Lighthouse, George Boeker, Ray Harper, <br />Carl Weathers, and others. <br /> <br />The Mayor called the meeting to order at 6:30 p.m. <br /> <br />The Mayor introduced for consideration an Ordinance on emergency <br />having the following caption: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, AMENDING CHAPTER 12, ENTITLED "GARBAGE <br />AND TRASH", OF THE CODE OF ORDINANCES, CITY OF SAN <br />MARCOS, TEXAS TO INCREASE COLLECTION CHARGES FOR <br />RESIDENTIAL SERVICES WITHIN THE CITY LIMITS BY SAID <br />CITY; TO INCREASE CHARGES FOR CITY GARBAGE SERVICE <br />TO COM~mRCIAL ESTABLISHMENTS WITHIN THE CITY OF SAN <br />!>1ARCOS; TO INCREASE CHARGES FOR CITY SERVICE TO <br />ESTABLISHHENTS NITHIN THE CITY LHlITS HAVING SPECIAL <br />REFUSE CONTAINERS (DUMPSTERS); SETTING RATES FOR <br />SERVICE OUTSIDE THE CORPORATE LIMITS OF THE CITY OF <br />SAN MARCOS AND DECLARING AN EMERGENCY. <br /> <br />Mr. Stokes stated that from figures he had obtained, one-third more <br />revenue would be generated by this increase. He asked that new cal- <br />culations be presented to Council at a later time. The Mayor asked <br />if the figures took into consideration any new accounts. The City <br />Manager said they did not. Hr. Brown asked how the commercial rates <br />were calculated. The City ~1anager said a set percent based on current <br />accounts was used to increase the rates. Mr. James said that he wanted <br />a comparison of commercial rates with the private collection systems. <br />Mrs. Norris moved to adopt the Ordinance on emergency. Mr. James <br />seconded the motion. Mr. Stokes made a motion to amend the Ordinance <br />and charge twice the normal rate for garbage collection outside the <br />City limits. Mrs. Norris seconded the motion, which passed unanimously. <br />On the original motion to adopt the Ordinance, the vote was unanimous <br />for approval. <br /> <br />The Mayor introduced for consideration an Ordinance on emergency having <br />the following caption: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />rffiRCOS, TEXAS, M~ENDING SECTION 2-31 OF THE CODE OF <br />ORDINANCES, CITY OF SAN MARCOS, TEXAS TO PROVIDE FOR <br />THE CLASSIFICATION OF ALL FIREr1EN AND POLICEMEN; TO <br />AUTHORIZE POSITIONS IN EACH CLASSIFICATION; TO INCREASE <br />THE SALARY IN EACH JOB CLASSIFICATION AND DECLARING <br />AN EMERGENCY. <br /> <br />Mr. James moved to adopt the Ordinance on emergency. Mrs. Norris <br />seconded the motion, which passed unanimously. <br /> <br />* <br /> <br />Mr. Cavazos arrived at 7:15 p.m. <br />
