He also stated that <br />in this same part, #3 and 5 were contradictory. Under Section 4, Mr. <br />Stokes stated that he felt a financial statement should be filed only <br />when a complaint has been made. Under Article II, Section 2 and 3, <br />the Mayor stated his concern about third-party rights. Under Section <br />4, Mrs. Norris wanted to remove the financial disclosure statements from <br />being under lock and key.
