19 (b) The charges prescribed in subsection (a) governing the collection of garbage at commercial establishments shall not apply where the owner, manager or lessee of any such commercial establishment does not provide garbage cans which comply with the requirements concerning such receptables as set forth in this chapter. Where such receptacles are not provided, the charges for picking up such garbage shall be calculated at the rate of twenty dollars ($20.00) per hour based upon the weekly average collection time. I SECTION 3. That section 12-18 of the Code of Ordinances, City of San Marcos, Texas, is hereby amended to read as follows: Sec. 12-18. containers Refuse collection by city from special (dumpsters) . I SECTION 4. That the Code of Ordinances, City of San Marcos, Texas, is hereby amended by adding a section, to be numbered 12-19, which said section reads as follows: Sec. 12-19. Service Outside City Limits For service outside the corporate limits of the City of San Marcos, Texas the charge shall be two (2) ~s the charge for the same service within the corporate limits, of said City. SECTION 5. That the importance of this ordinance creates an emergency and an imperative purpose necessary that the provisions of the charter requiring that ordinances shall be read on three separate meetings and that no ordinance shall become effective un- til the expiration of ten (10) days following the date of its final passage be suspended, and these provisions are hereby suspended, and this ordinance shall take effect and be in full force and effect from and after its adoption and publication in a newspaper of general circulation within the City.
