<br />I <br /> <br />I <br /> <br />I <br /> <br />46 <br /> <br />regular meeting <br /> <br />october 27, 1980 <br /> <br />page three <br /> <br />The Mayor introduced for consideration a public hearing and first reading <br />of an Ordinance having the followinq caption: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, N-1ENDING SECTION 3 OF THAT ORDINANCE r'JHICH REGULATES <br />AND RESTRICTS 'I'HE LOCATION AND USE OF BUILDINGS, STRUCTURES <br />AND LAND, DATED SEPTElImER 29, 1980 (VOL. 54) BY CHANGING THE <br />ZONING OF 9.8509 ACRES OUT OF THE J. M. VERAMENDI LEAGUE NO. <br />TWO; LOCATED ON RIVER ROAD, FROM "R-l" (SINGLE FAMILY RESIDENTIAL) <br />TO "MH" (MOBILE Hmm DISTRICT) . <br /> <br />Randy Schumacher, the applicant for the zoning change, addressed the <br />Council with the proposed plans for the development of this property. <br />Tow Nipps stated that he was opposed to mobile homes in the area as <br />they would lower the property value. The City Hanager stated that the <br />staff was concerned that the property was located in the floodplain <br />and that the problem of traffic would have to be addressed in the <br />development plans. The City ~1anager also stated that the property should <br />be platted. Mr. Stokes moved to approve the Ordinance on first reading. <br />~ir. Cavazos seconded the motion. On roll call, the following vote was <br />recorded: <br /> <br />AYE: Brown, Cavazos, James, Kraus, Norris, Stokes <br /> <br />NAY: None <br /> <br />ABSTAIN: Tarbutton <br /> <br />The Hayor introduced for consideration a public hearing to receive <br />citizen input for preparation of a preapplication submission to HUD <br />for Small Cities Discretionary Funds. Ralph Gonzales, representing <br />the Victory Gardens area, addressed Council and stated their priorities <br />as $550,000 for housing, $130,000 for public facility improvements and <br />$70,000 for administration costs for each year. Ollie Giles, from the <br />Dunbar area, stated their priorities as housing, streets, clean vacant <br />lots, alleys, curbs, sidewalks, recreation facilities, street lights <br />and street signs. <br /> <br />The Mayor introduced for consideration a Resolution having the following <br />caption: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AUTHORIZING ACCEPTANCE OF THE CONSTRUCTION OF THREE <br />SIGNAL INSTALLATIONS IN THE CI':':'Y OF SAN MARCOS, TEXAS; <br />AUTHORIZING FINAL PAvMENT FOR SAID CONSTRUCTION TO HALLf1ARK <br />ELECTRICAL CONTRACTORS, INC. AND ESTABLISHING AN EFFECTIVg <br />DATE. <br /> <br />Hr. Ja!'1.es moved to adopt the Resolution. ~1r. Cavazos seconded the <br />motion, which passed unanimously. <br /> <br />The !iayor introduced for consideration a Resolution having the following <br />caption: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CI~Y OF SAN MARCOS, <br />TEXAS, AUTHORIZING FINAL PAYMENT TO S. CRAIG HOLLMIG, INC., <br />FOR ENGINEERING SERVICES IN CONNECTION WITH THE INSTALLATION <br />AND MODIFICATION OF TRAFFIC SIGNALS WITHIN THE CITY OF SAN <br />rffiRCOS, TEXAS AND DECLARING AN EFFECTIVE DATE. <br /> <br />fir. Brown moved to adopt the Resolution. Mr. Cavazos seconded the <br />motion, which passed unanimously. <br /> <br />The Mayor then introduced for consideration a disannexation petition <br />from the Fairlawn Addition. Mr. Stokes moved to table this item until <br />the November 24th meeting so that the City Attorney would have time <br />to research the petition. Mr. Tarbutton seconded the motion, which <br />passed unanimously. <br />
