Fredericksburg Street between Lindsey and Pat Garrison Streets; authorizing the City <br />Manager to execute this release on behalf of the City; and declarine an effective date. <br />16. Consider approval of Resolution 2012 -25R calling for the convening of a Public <br />Transportation Conference pursuant to the provisions of Chapter 458 of the Texas <br />Transportation Code; authorizing the posting of notice of the date, time and place for the <br />conference, authorizing the City Manager to take all necessary action related to the <br />Conference in accordance with Chapter 458 of the Texas Transportation Code on behalf of <br />the City; authorizing the Mayor to appoint an Elected Official to represent the City of San <br />Marcos at the Conference, and declaring an effective date. <br />17. Consider approval of a contract extension with CSG Systems, Inc for the mail <br />outsourcine of Utility Billing Statements and Notices in a not to exceed amount of <br />$257,000.00. <br />18. Consider the extension of the Residential Home Improvement Incentive Proeram for <br />the remainder of the calendar year, including the waiver of applicable City permit fees and <br />coupons from participating home improvement stores. <br />19. Receive the Ouarterly Investment Report for the quarter ending December 31, 2011, <br />and provide direction to Staff. <br />MOTION: Upon a motion made by Council Member Thomaides and a second by Council <br />Member Prather, the City Council voted seven (7) for and none (0) opposed, to approve the <br />consent agenda as presented with the exception of Item #12 and #13 which were postponed until <br />the April 3, 2012 meeting and Item # 15 was pulled and considered separately. The motion <br />carried unanimously. <br />(15) MOTION: Upon a motion made by Council Member Scott and a second by Council <br />Member Prather, the City Council voted seven (7) for and none (0) opposed, to approve <br />Resolution 2012 -24R, as previously captioned. The motion carried unanimously. <br />PUBLIC HEARINGS <br />20.7:OOPM Receive a Staff presentation and hold a Public Hearing to receive comments for <br />or against Ordinance 2012 -15, amendine the Electric Utility Rules and Regulations <br />established under Chapter 86, Article 4, Section 86.166, and including procedural <br />provisions; and consider approval of Ordinance 2012 -15, on the first of two readings. <br />Tom Taggart, Executive Director of Public Services, provided a brief presentation. <br />Mayor Guerrero opened the public hearing at 7:08 p.m. <br />There being no comments, the Public Hearing was closed at 7:08 p.m. <br />
