Section 90.131 of the City Code is amended as follows (underlining indicates <br />added text; overstrike indicates deleted text): <br /> <br />Sec. 90.131. Service. <br /> <br />!ID A certificate holder shall maintain a central place of business and shaH remain <br />open from 7:00 a.m. to 7:00 p.m.. Monday through Friday 6:00 a.m. to 9:00 p.m., <br />Sunday through Thursday, and 6:00 a.m. to midnight (12:00 a.m.), rriday and <br />Saturday, for the purpose of receiving calls and dispatching cabs. All calls for <br />services inside the city during these hours shall be answered as soon as reasonably <br />possible. If the services cannot be rendered within a reasonable time, the holder <br />shall notify the prospective passenger how long it will be before the call can be <br />answered and the reason for the delay. Any holder who refuses to accept a call <br />anywhere in the city during these hours at any time when the holder has available <br />cabs... or who fails or refuses to provide high quality service... shall be deemed to <br />violate this article, and the violation shall be grounds for revocation of the certificate. <br /> <br />(b) In addition to operating during the hours described in subsection (a). a <br />certificate holder mav operate cabs during other hours at the holder's discretion. <br />During the. additional hours of operation. the holder shall comply with all <br />reauirements of this article. <br /> <br />SECTION 2. If any word, phrase, clause, sentence, or paragraph of this ordinance is held <br />to be unconstitutional or invalid by a court of competent jurisdiction, the other provisions <br />of this ordinance will continue in force if they can be given effect without the invalid portion. <br /> <br />SECTION 3. All ordinances and resolution or parts of ordinances or resolutions in conflict <br />with this ordinance are repealed. <br /> <br />SECTION 4. Any person violating any provision of this ordinance commits a <br />misdemeanor and is subject to the penalty provided in Section_1.015 of the San Marcos <br />City Code upon conviction. <br /> <br />SECTION 5.
