<br />Chapter 2 <br /> <br />Sector Four Today <br /> <br />SECTOR FOUR TODAY <br /> <br />Introduction <br /> <br />In order to formulate a sector plan that will strengthen the identity of the neighborhoods <br />and guide change within the sector compatible with the aims of the Master Plan, it is <br />important to understand the present Sector Four. This chapter, "Sector Four Today, " <br />describes specifics of the sector; its natural environment, built environment, its people, <br />and the community facilities within the sector. <br /> <br />Sector Four is located along the west side ofIH-35, between the interstate and the <br />railroad, and contains one ofthe widest varieties ofland uses in San Marcos. Three <br />neighborhoods, East Guadalupe, Rio Vista and Victory Gardens, are in the sector. All <br />three are established neighborhoods with generally modest single family housing and a <br />significant proportion of older homeowners. There are a few mobile homes scattered <br />throughout the Victory Gardens neighborhood. Neighborhood parks and city parks, <br />ballfields, and basketball courts are located throughout the neighborhoods and along the <br />San Marcos River which winds through the heart ofthe sector. <br /> <br />A large portion ofthe City's industries are located along IH-35 in Sector Four, including <br />Thermon, Parkview Metals, and Mensor Corp. The San Marcos Daily Record <br />newspaper, small commercial properties, and several motels are also located on IH-35 in <br />the sector, as is the San Marcos Police Department. The City Hall complex on Hopkins <br />is in the sector, as is SMCISD Administration, Southside Community Center and several <br />churches. Most of the vacant land in the sector is zoned for commercial or industrial. <br /> <br />The land is generally flat and neighborhood streets tend to flood in heavy rains, but water <br />disperses fairly quickly. The neighborhoods and parks are shaded by large oaks and <br />cottonwoods, while the industrial and commercial areas are generally treeless. <br /> <br />Location <br /> <br />Sector Four occupies 1.82 square miles in southwest San Marcos, encompassing the East <br />Guadalupe, Rio Vista and Victory Gardens neighborhoods as well as a large portion of <br />the City's industrial area. The sector is generally bounded by Hopkins on the north; IH- <br />35 on the east; the city limits on the south and the railroad tracks on the west. Sector <br />Four comprises approximately 10% of the 17.84 square miles of the City.
