<br />The citizGn5' 5torm drainage advisory board will adopt the rules and regulations it deems best <br />to govern its actions, subject to the general laws of the state, this Code, the Charter and any other <br />ordinances of the city and other action of the city council. The board will meet as often as it deems <br />necessary once a mOIrth. At all meetings, the majority of the board constitutes a quorum, and the <br />concurrence of a majority of those present is required for the determination of matters within its <br />jurisdiction. <br /> <br />Sec. 2.193. Purpose Goals and objediv e5. <br /> <br />W The citizGn5' storm pur:poses of the drainage advisory board are: <br /> <br />(1) To hear requests for revisions to determinations of land use categories or ERU <br />assignments made by the director of environment and engineering under Chapter 86. <br />Article 8 of this code: <br /> <br />(2) To serves as an advisory board to the city council and city staff concerning storm <br />drainage nccds. : and <br /> <br />(3) To determine credits toward drainage charges under Section 86.505(e) of this Code. <br /> <br />(b) Goal5 and objective5 ofthc citiLcn5' 5to11n dtainagc advisory bmud MC to. <br /> <br />(1) Conduct public hCMings to identify Mca5 of pI oblenl drainage. <br /> <br />(2) Establish priorities for constr action projects intendcd to re501~c major drai1tagc problems <br />identified in public heMings conduGted by the bOMd. <br /> <br />(3) Identify costs and recommend to the ciry counc.il a priority list of drainag' implO~emcnt <br />projects resulting from thc hearing5 plOeC5S. <br /> <br />(4) Recommcnd appropriate funding mecha:ni5InS for imprOvements. <br /> <br />(5) Devdop a drainage mastc.r plan for adoption by the city council. <br /> <br />(G) RCviet"v existing Oldimmees and policies that affect stolmdrainage in thc city and <br />leeommend revi5ions !;'\illere nCCC5Sat) to achieve cOl1formMlce vvith the drainage master <br />phtt1. <br /> <br />(7) Rccommend adoption of policies directed tot"vard building and maintaining a good arId <br />safe storm drainage 5' 5to111 within the ciry. <br /> <br />SECTI ON 3. If any word, phrase, clause, sentence, or paragraph of this ordinance is held <br />to be unconstitutional or invalid by a court of competent jurisdiction, the other provisions of this <br />ordinance will continue in force if they can be given effect without the invalid portion. <br /> <br />SECTION 4. All ordinances and resolution or parts of ordinances or resolutions in conflict <br />with this ordinance are repealed. <br /> <br />SECTION 5. Any person violating any provision of this ordinance commits a misdemeanor <br />and is subject to the penalty provided in Section 1.015 of the San Marcos City Code upon conviction. <br /> <br />SECTION 6.
