The Council returned into regular session at approximately 5:52 p.m. Council provided direction <br />to Staff to move forward during the executive session. <br />5. Receive a Staff presentation and update on Comprehensive Plan Process to include <br />public outreach and upcoming workshops, and provide direction to Staff. <br />Matthew Lewis, Director of Development Services, provided a brief presentation and update on <br />the Comprehensive Plan process and upcoming workshops. <br />6. Receive a Staff presentation regarding the City Council Initiative of <br />"Big Picture Infrastructure," and provide direction to staff. <br />Matthew Lewis, Director of Development Services, Linda Huff, Director of Engineering, and <br />Jim Nuse, City Manager provided a brief presentation on the Council's Initiative of Big Picture <br />Infrastructure. <br />7. Invocation <br />Reverend Brian Ferguson with San Marcos Unitarian Universalist provided the invocation. <br />8. Pledges Of Allegiance - United States And Texas <br />Alex Cordero, fifth grade student, at Hernandez Elementary led the pledges. <br />9.30 Minute Citizen Comment Period <br />Stuart Gary, 1380 Morning Wood, addressed the Vision Plan and specifically in regards to the <br />Police Department needing to be at the top of the list of priorities. <br />Don Anders, 1221 Chestnut, addressed the parking problems on Chestnut Street and asked <br />Council to approve the no parking signs that would be placed in the 1100 -1200 block of <br />Chestnut. <br />Jay Hiebert, 209 W. Sierra Circle, spoke about the composition of the Comprehensive Plan <br />Citizen's Advisory Committee and how he felt the individuals that didn't submit applications <br />needed to be replaced with individuals that submitted applications on time. He continued by <br />stating that the Citizens want to see a moratorium on multi- family development. <br />CONSENT AGENDA <br />10. Consider approval of the April 3, 2012, Regular Meeting Minutes. <br />11. Consider approval of Ordinance 2012 -18, on the second of two readings, amending <br />Section 1.5.1.4 of the San Marcos Land Development Code to prohibit modification of the <br />boundaries of property described in a petition for a Zoning Map Amendment after a <br />
