Multi-point capability is defined as video conferencing with more than two sites. All <br />videoconferencing equipment proposed must support ITU- T (International Telecommunications Union - <br />Tel ecomm uni cati ons) Recommendati ons. <br /> <br />The videoconferencing system must have a transmitted picture frame rate suitable for the intended application <br />but shall be a minimum of 30 frames per second (Recognizing the balance needed between picture frame rate. <br />video and audio quality and the associated network bandwidth.) <br /> <br />The H.320 codec must meet the ITU- T H.261 (Video Coding Algorithm) standard and the H.323 codec must <br />meet either the H.261 or H.263 standard. The codec must perform video and audio encoding and decoding. <br />Recognizing that the video codec is optional in H.323, the H.323 videoconferencing system must include the <br />video codec. The common intermediate format (CIF) and the quarter CIF (QCIF) shall be provided by the <br />codec, recognizing that only QCIF is mandatory in H.261 and only sub-QCIF and QCIF are mandatory in <br />H.263. Quality of video in many classroom distance learning and group video conferencing applications \vill <br />require CIF as \vell as the ability to maintain quality of service interconnections with other organizations in the <br />education community. <br /> <br />For group classroom distance learning and group video conferencing applications, the codec must support both <br />single and dual configurations. <br /> <br />(NOTE: Contact your principal content provider for any required network interfaces.) <br />Audio/video lip synchronization is required. The codec shall support full duplex, fully interactive bridged <br />audio with active echo cancellation for group classroom distance learning and group video conferencing <br />applications. <br /> <br />The video conferencing system must provide audio/video/data transmission rates suitable for the intended <br />application but must provide rates up to 384 kbps. Recognizing the balance needed between picture frame rate, <br />video and audio quality and the associated network bandwidth (transmission rate), consideration must be given <br />to have the capability to operate at 512 kbps and 768 kbps for group classroom distance learning and group <br />video conferencing applications and interconnection with other organizations in the education community. <br /> <br />Applications requiring data communications must support the ITU-T 1.120 series of standards. Applications <br />\vith appropriate requirements must be able to access a LAN for data storage and retrieval as well as provide <br />World Wide Web Internet access while the system is active. <br /> <br />The videoconferencing system must include student camera and a faculty camera, <br /> <br />Document camera and viewing monitors for participants should be included for applications of group <br /> <br />]1 <br />
