Based upon your Idter and our eouvendion, <br />I am submitting a proposed scope of work and a fee for doing the work. <br /> <br />As we discussed by telephone, I am seperating the proposal into two parts - Basic <br />Services (1) Parking Management, and Optional Services (2) Feasibility Studies for <br />One-way to Two-way Conversions. <br /> <br />Study Objectives <br /> <br />Downtown San Marcos, consisting of 15 blocks, is experiencing a number of parking <br />problems. These problems include a shortage of parking spaces for employees and <br />customers, the use of valuable on-street spaces by students, the need for more <br />effective enforcement of on-street parking, the lack of a structured program for <br />downtown parking management and issues related to one-way streets. <br /> <br />The basic study will provide recommendations on long-term employee parking, <br />customer parking, student parking, time limits, procedures for enforcement, an <br />evaluation of on-street space use, parking lot redesign, and a preliminary analysis <br />of the impacts of one-way to two-way street conversion for Guadalupe Street and <br />LBJ Drive. <br /> <br />Study Scope - Basic Services <br /> <br />The fonowing paragraphs outline the scope of work based upon conversations with <br />
