(8) New and replacement water supply systems must be designed to prevent infiltration <br />of flood waters into the systems. <br />(9) New and replacement sanitary sewage systems must be designed to prevent <br />infiltration of flood waters into the systems and discharges from the systems into <br />flood waters, and on -site waste disposal systems must be located and constructed to <br />avoid impairment to them or contamination from them during flooding_ <br />(10) New construction and substantial improvements when located in multiple flood <br />zones with varying base flood elevations or in same flood zone with multiple base <br />flood elevations must meet the requirements for the flood zone with the most <br />stringent requirements and the highest base flood elevation <br />See. 39.042. Standards for approximate A- Zones. <br />On land located within the areas of special flood hazard established in section 39.021, <br />where streams exist for which no base flood elevation data or regulatory floodway has been <br />provided by FEMA, the following provisions apply: <br />(1) Compliance with the standards listed in section 39.041. <br />(2) Base flood elevation data must be submitted to the Floodplain Administrator for all <br />new subdivision proposals and other proposed developments (including proposals <br />for manufactured home parks and subdivisions) greater than 50 lots or 5 acres <br />whichever is the lesser, if not otherwise required by this Article <br />(3) The Floodplain Administrator will obtain review, and reasonably use any base flood <br />elevation and floodway data available from a Federal State or other source <br />including data developed pursuant to paragraph 39.042(2). When such base flood <br />elevation data is used, the new construction substantial improvements or other <br />development must meet the elevation and non - elevation requirements of sections <br />39.043 through 39.046. <br />(4) When the base flood elevation data is used, the Floodplain Administrator will: <br />(a) Obtain from the Developer in the form of an elevation certificate the elevation <br />(in relation to the mean sea level) of the lowest floor (including the basement) <br />of all new and substantially improved structures <br />(b) Obtain, if the structure has been flood proofed in accordance with the <br />requirements of section 39.043, the elevation in relation to the mean sea level <br />to which the structure has been flood proofed, and <br />(c) Maintain a record of all such information. <br />20 <br />
