(b) All new construction and substantial improvements of nonresidential structures <br />within Zone AO must: <br />i. have the lowest floor (including basement) elevated above the highest <br />adjacent grade at least as high as the depth number specified in feet on the <br />FIRM (at least two feet if no depth number is s ecified), or <br />ii. together with attendant utility and sanitary facilities be completely flood <br />proofed to that level to meet the flood proofing standard specified in <br />paragraph (3)(a) of this section. <br />(4) Elevated Structures. For all new construction or substantial improvements full <br />enclosed areas below the lowest floor elevation may be usable solely for parking of <br />vehicles, building access, or storage. These enclosed areas must be designed and <br />constructed to allow for the entry and exit of floodwaters to automaticallv eaualize <br />hydrostatic flood forces on exterior walls <br />(a) Designs for meeting this requirement must be certified by a professional <br />engineer or architect, to meet or exceed the following minimum criteria: <br />i. A minimum of two openings having a total net area of not less than one <br />square inch for every square foot of enclosed area subject to flooding must <br />be provided, <br />ii. The bottom of all openings must be no higher than one foot above rg ade <br />and <br />iii. Openings may be equipped with screens louvers valves or other <br />coverings or devices provided they provide the required net area of the <br />openings and permit the automatic entry and exit of floodwaters <br />(b) Access to the enclosed area must be the minimum necessary to allow for <br />parking of vehicles (garage door) or limited storage of maintenance equi ment <br />used in connection with the premises (standard exterior door) or entry to the <br />living area (stairway or elevator) and <br />(c) The interior portion of the enclosed areas may not be partitioned temperature - <br />controlled, or finished into separate rooms. <br />(5) Until a regulatory floodway is designated no new construction substantial <br />improvements, or other development (including fill) shall be permitted within Zones <br />A 1 -30 and AE_ on the FIRM, unless it is demonstrated that the cumulative effect of <br />the proposed development, when combined with all other existing and anticipated <br />development, will not increase the water surface elevation of the base flood more than <br />one foot at any point within the community. <br />(6) Within zones AH or AO, adequate drainage paths shall be required around structures <br />on slopes to guide floodwaters around and away from posed structures <br />22 <br />
