Map means the Flood Hazard Boundary Map (FHBM) or the Flood Insurance Rate Maps (FIRM) for a community issued by the Agency. Mean Sea Level (MSL) means North American Datum of 1983 (NAD83) Texas South Central or other datum, to which base flood elevations shown on a community's flood insurance rate map are referenced. National Geodetic Vertical Datum (NGVD) means the nationwide reference surface for elevations throughout the United States made available by the National Geodetic Survey with the establishment of thousands of benchmarks throughout the continent. New Construction means construction for which the "start of construction" commenced after the date of this ordinance. New Manufactured Home Park or Subdivision means a manufactured home park or subdivision for which the construction of facilities for servicing the lots on which the manufactured homes are to be affixed (including at a minimum the installation of utilities the construction of streets, and either final site grading or the pouring of concrete pads) is completed on or after the effective date of this ordinance. Participating Community, also known as an eligible community, means a communityn which FEMA has authorized the sale of flood insurance. Principally Above Ground means that at least 51 percent of the actual cash value of the structure is above ground. Recreational Vehicle means a vehicle which is: (1) Built on a single chassis: (2) 400 square feet or less when measured at the largest horizontal projection; (3) Designed to be self - propelled or permanently towable by a light duty truck; and (4) Designed primarily not for use as a permanent dwelling but as temporary living quarters for recreational, camping, travel, or seasonal use (includes park trailers and travel trailers). Note: If the recreational vehicle is left in floodplain for more than 180 consecutive days the recreational vehicle must comply with the requirements of this ordinance as if it were a manufactured home. Reasonably Safe from Flooding means base flood waters will not inundate the land or damage structures to be removed from the SFHA and that any subsurface waters related to the base flood will not damage existing or proposed buildings.
