Map means the Flood Hazard Boundary Map (FHBM) or the Flood Insurance Rate Maps <br />(FIRM) for a community issued by the Agency. <br />Mean Sea Level (MSL) means North American Datum of 1983 (NAD83) Texas South <br />Central or other datum, to which base flood elevations shown on a community's flood insurance <br />rate map are referenced. <br />National Geodetic Vertical Datum (NGVD) means the nationwide reference surface for <br />elevations throughout the United States made available by the National Geodetic Survey with the <br />establishment of thousands of benchmarks throughout the continent. <br />New Construction means construction for which the "start of construction" commenced <br />after the date of this ordinance. <br />New Manufactured Home Park or Subdivision means a manufactured home park or <br />subdivision for which the construction of facilities for servicing the lots on which the <br />manufactured homes are to be affixed (including at a minimum the installation of utilities the <br />construction of streets, and either final site grading or the pouring of concrete pads) is completed <br />on or after the effective date of this ordinance. <br />Participating Community, also known as an eligible community, means a communityn <br />which FEMA has authorized the sale of flood insurance. <br />Principally Above Ground means that at least 51 percent of the actual cash value of the <br />structure is above ground. <br />Recreational Vehicle means a vehicle which is: <br />(1) Built on a single chassis: <br />(2) 400 square feet or less when measured at the largest horizontal projection; <br />(3) Designed to be self - propelled or permanently towable by a light duty truck; and <br />(4) Designed primarily not for use as a permanent dwelling but as temporary living <br />quarters for recreational, camping, travel, or seasonal use (includes park trailers and <br />travel trailers). <br />Note: If the recreational vehicle is left in floodplain for more than 180 consecutive days the <br />recreational vehicle must comply with the requirements of this ordinance as if it were a <br />manufactured home. <br />Reasonably Safe from Flooding means base flood waters will not inundate the land or <br />damage structures to be removed from the SFHA and that any subsurface waters related to the <br />base flood will not damage existing or proposed buildings. <br />
