Mayor Narvaiz introduced for consideration a public hearing and adoption of a Resolution, the caption which was read as follows: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, APPROVING THE TERMS AND CONDITIONS OF A DEVELOPMENT AGREEMENT BETWEEN THE CITY AND HARRIS HILL ROAD, INC. FOR A SPORTS VEHICLE TRACK AND FACILITY IN THE 3100 BLOCK OF HARRIS HILL ROAD; AUTHORIZING THE CITY MANAGER TO EXECUTE THE AGREEMENT; AND DECLARING AN EFFECTIVE DATE. He stated the testing will occur during the day time and no alcohol will be served. The Council then voted unanimously for adoption of the Resolution. Mayor Narvaiz introduced for consideration adoption of an Ordinance on emergency the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING SECTION 4 OF THE ORDINANCE ADOPTED ON AUGUST 15, 2006, ORDERING A GENERAL AND SPECIAL ELECTION TO BE HELD ON NOVEMBER 7, 2006, TO CHANGE THE POLLING PLACE FOR PRECINCT 334; AND DECLARING AN EMERGENCY.
