Mr. Mihalkanin stated he encourages private companies <br />to purchase the properties from GLO and get these properties back on the <br />tax roll. On roll the following vote was recorded: <br />AYE: Thomaides, Guerrero, Mihalkanin, Narvaiz, Diaz and Bose. <br />NAY: None. <br />ABSTAIN: Jones. <br />Mayor Narvaiz introduced for consideration a public hearing and adoption of <br />a Resolution, the caption which was read as follows: <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />APPROVING THE TERMS AND CONDITIONS OF A DEVELOPMENT AGREEMENT BETWEEN <br />THE CITY AND HARRIS HILL ROAD, INC. FOR A SPORTS VEHICLE TRACK AND <br />FACILITY IN THE 3100 BLOCK OF HARRIS HILL ROAD; AUTHORIZING THE CITY <br />MANAGER TO EXECUTE THE AGREEMENT; AND DECLARING AN EFFECTIVE DATE. <br />Mayor Narvaiz opened the public hearing, and asked if anyone wished to <br />speak. Mr. Thomaides <br />inquired to whether this property will be used as a full race track. Mr. <br />Bevering stated this 1.8 acres property will be used to test cars. He <br />stated the testing will occur during the day time and no alcohol will be <br />served. The Council then voted unanimously for adoption of the Resolution. <br />Mayor Narvaiz introduced for consideration adoption of an Ordinance on <br />emergency the caption which was read as follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />AMENDING SECTION 4 OF THE ORDINANCE ADOPTED ON AUGUST 15, 2006, <br />ORDERING A GENERAL AND SPECIAL ELECTION TO BE HELD ON NOVEMBER 7, <br />2006, TO CHANGE THE POLLING PLACE FOR PRECINCT 334; AND DECLARING AN <br />EMERGENCY. <br />Mr. Mihalkanin moved for adoption of the Ordinance on emergency, and Mr. <br />Guerrero seconded the motion.
