The Council then voted unanimously for adoption of the <br />Resolution. <br />Mayor Narvaiz introduced for consideration Item 20, removed from the <br />consent agenda, adoption of a Resolution, the caption which was read as <br />follows: <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />AWARDING AN ANNUAL CONTRACT TO COLORADO MATERIALS, LTD. FOR THE <br />PURCHASE OF ROAD BUILDING MATERIALS FOR THE PUBLIC WORKS DEPARTMENT; <br />AUTHORIZING THE PURCHASING MANAGER TO EXECUTE PURCHASING DOCUMENTS ON <br />BEHALF OF THE CITY; AND DECLARING AN EFFECTIVE DATE. <br />Mr. Guerrero moved for adoption of the Resolution, and Mr. Diaz seconded <br />the motion. Mr. Bose inquired to why the City only received one bid. Mr. <br />O?Leary stated he feels companies are not willing to commit to an annual <br />contract because of the rates and fuel cost. Mr. O?Leary stated in order to achieve the best <br />review of FLINTCO?s GPM of Conference Center, Staff recommends postponing <br />the sale of the San Marcos Conference Center Certificates of Obligation, <br />th <br />Series 2006 from September 9 to the Regular Meeting scheduled for October <br />17, 2006. He stated by postponing the sale then both the City and J. Q. <br />Hammons will know the price. Mr. Jones inquired to whether the City <br />provided funds upfront as part of the contract. Mr. O?Leary stated the <br />City only pays for work as it is done.
