<br />Regular Meeting <br /> <br />October 17, 2006 <br /> <br />Page 2 <br /> <br />Mayor Narvaiz announced the Council would reconvene at 7:00 p.m. (See page <br />9 for the continuation of Executive Session) . <br /> <br />I <br /> <br />Mayor Narvaiz introduced for consideration adoption or direction to Staff <br />on matters discussed in Executive Session. Mr. O'Leary stated the Council <br />provided direction regarding negotiations with a development proposal in <br />the Clovis Barker Drive area. <br /> <br />Mayor Narvaiz lead the Pledge of Allegiance. <br /> <br />Mayor Narvaiz introduced Donovan Knight as the Texas State Student Liaison <br />and Mayor Narvaiz administered his Oath of Office. <br /> <br />Mayor Narvaiz introduced the Citizen Comment Period. No one signed up to <br />speak during the Citizen Comment Period. <br /> <br />Mayor Narvaiz introduced the Staff Report. 1) Mr. O'Leary stated the <br />Planning and Zoning Commission is in the process of updating Sector 1, 2 <br />and 3 Plans. He stated they have sent out post cards in both English and <br />Spanish to notify people about the public hearing to be held on October 24, <br />2006. 2) Mr. O'Leary stated the Planning and Development Department is <br />moving forward with the 2006-2007 HOME Grant, which provides rehabilitation <br />for owner-occupied homes for low income and is based on household size. Hel <br />stated this year there are no requirements for special needs and an <br />inspection will be done to see if anything is substandard. He encouraged <br />all citizens who are interested to contact Janis Hendrix in the Planning <br />and Development Department for more information. <br /> <br />Mayor Narvaiz introduced the City Council Reports. 1) Mr. Bose stated the <br />Castle Forrest neighborhood association held a garage sale of 25 households <br />on October 14, 2006. 2) Mr. Jones stated he wanted to challenge the <br />students in Professor Carter's Planning class to follow the Sector meetings <br />being held in the Planning Zoning Commission. 3) Mr. Jones thanked Mr. Bose <br />for forwarding him the Castle Forrest neighborhood issues. 4) Mr. Jones <br />stated the City of San Antonio has a provision for their citizens to make <br />financial contributions to assist other citizens who are unable to pay <br />their utility bills. 5) Mr. Thomaides stated he attended the Wastewater <br />Treatment Plant Ribbon Cutting on October 12, 2006. He thanked all the <br />Departments who were involved in Wastewater Plant Project. 6) Mr. Thomaides <br />reminded citizens about the Pet Fest scheduled for Saturday, October 21, <br />2006 to be held at the San Marcos Plaza. 7) Mr. Guerrero stated he wishes <br />the San Marcos High School Band good luck at their UIL competition. 8) Mr. <br />Guerrero thanked Cullen Smith for inviting him to speak to Coach Perez's <br />History class. 9) Mr. Guerrero reminded the public about the Relay for <br />Life being held on Friday, October 20 through Saturday, October 21, 2006.
