5. Receive a Staff presentation and hold a discussion regarding the Municipal Solid Waste <br />Task Force, and provide direction to Staff. <br />Amy Kirwin, Chairperson of the Municipal Solid Waste Task Force, provided a brief <br />presentation on the Municipal Solid Waste Task Force's Comprehensive Plan. Council direction <br />was to work with Texas State to help develop additional educational materials, to look further <br />into the once per month green waste and once per month bulky waste pickups, to investigate the <br />cost for local drop -off site and provide composting for citizens to enjoy, asked the City Manager <br />to bring back cost options for Council consideration during budget discussions, to develop a <br />municipal solid waste ordinance for Downtown that would mean the Downtown businesses <br />become customers of the City and Staff would need to meet with Main Street and Downtown <br />Association to provide education, to proceed with plastic bag recommendation. <br />6. Receive a Staff presentation and hold discussion regarding City population and <br />demographics, and provide direction to Staff. <br />John Foreman, Chief Planner, provided a presentation on the City's Population and <br />Demographics. <br />7. Staff update on the Council Strategic Initiative of Community Wellness /Encourage the <br />Middle Class, and provide direction to Staff. <br />Matthew Lewis, Director of Development Services and Derry Ann Gonzales, WIC Program <br />Manager, provided the Council with a presentation of the Strategic Initiative of Community <br />Wellness /Encourage the Middle Class. Council provided direction to utilize the Neighborhood <br />Statement from the Comprehensive Plan as a performance component, change the name to <br />"Strengthen the Middle Class, Neighborhoods, Education, Workforce and Wellness," and to add <br />the San Marcos High School Academies to Economic Development and Workforce. <br />8. Invocation <br />Pastor Randy Bryan with Bay Area Fellowship of San Marcos provided the invocation. <br />9. Pledges of Allegiance - United States and Texas <br />Council Member Ryan Thomason and Council Member Kim Porterfield led the pledges. <br />10.30 Minute Citizen Comment Period <br />Paul Murray, 102 Barclay, here representing the Sessom Creek Neighborhood Commission <br />informed the Council the they voted unanimously to support the San Marcos Voice and their law <br />suit against the City, and asked the Council not to approve any additional rezoning from single <br />family to multifamily until the Comprehensive Master Plan in approved and in place. <br />Laura Weatherford, 2275 Summit Ridge, addressed the drainage problem on North LBJ and <br />asked for them to rectify the situation. <br />
