ATTACHMENT A
City of San Marcos
2012 Lift Station Condition Assessment
Scope of Services
1. Lift Station Condition Assessment Meeting
Conduct meeting to discuss condition and criticality (consequence of failure) prioritization
strategies and desired level of service. Scoring parameters and weighting factors will be
discussed.
2. Lift Station Site Visits
FNI will visit critical lift stations to assess the condition of the facility. Data sheets will be
compiled documenting the condition of each parameter being evaluated such as pumps,
electrical, structural, and other physical data.
3. Assign Condition and Criticality Scores
Assign a condition score to each lift station based on site visits, maintenance history, staff input,
and previous studies. Assign criticality score based on parameters such as population served,
system redundancy, and environmental impact as determined in Task 1.
4. Risk Based Scoring
FNI will utilize the condition and consequence of failure scores to develop renewal risk ratings
for lift stations. The resulting risk ratings will be used to prioritize lift station renewal projects.
5. Develop Recommended Lift Station Improvements
FNI will develop improvements to lift stations to address deficiencies or condition issues. Cost
estimates will be developed for the recommended projects to be programmed into the City's
overall wastewater capital improvements plan.
6. Condition Assessment and Risk Based Renewal Technical Memorandum
Prepare and submit five (5) copies of the Condition Assessment and Risk Based Renewal of Lift
Stations Technical Memorandum. The memorandum will include documentation of site visits,
scoring parameters, weighting factors, and recommendations.
7. Project Meeting and Finalize Technical Memorandum
FNI will meet with the City to present and discuss results of the lift station condition assessment.
FNI will solicit comments and make revisions to the technical memorandum. Five (5) copies of
the Final Condition Assessment and Risk Based Renewal of Lift Stations Technical
Memorandum will be submitted.
WW Master Plan Engineer Services (Engineering Services) — May 2012
12
