148. <br />Regular Meeting March 24, 2003 Page 12 <br /> <br />potential openings. Mr. Mihalkanin also stated a City government <br />sponsorship of training sessions for citizens and ETJ residents would <br />making the qualified applicant pool larger for filling regular terms or <br />vacancies for voting and alternate members of the Planning and Zoning <br />Commission and Zoning Board of Adjustments and Appeals. Mayor <br />Habingreither stated he supports having an alternate if they are trained <br />and prepare to step in if a vacancy occurs. Mr. Mayhew stated he likes <br />the idea of education of the public and fills this would help get more <br />Volunteer Interest Forms. He also feels the alternate should move up but <br />there should be a larger pool to move into an alternate position. Mr. <br />Taylor stated he feels the Ordinance should not be changed. He stated he <br />supports the City holding a training session for the public. Mike Dishman <br />cautioned the Council on revising the alternate position. He stated he <br />feels this would be a double jeopardy if the alternate would have to be <br />appointed to the voting member position. Mr. Mayhew stated he feels the <br />alternate should be automatically moved into the voting member position if <br />they have gone through training. Council agreed to have a vote to affirm <br />the alternate before they move into the voting position on the Planning <br />and Zoning Commission and Zoning Board of Adjustments and Appeals. <br /> <br />Mayor Habingreither introduced a discussion regarding setting dates for <br />Workshops with the (a) Hispanic Chamber of Commerce, (b) the Village and <br />(c) the Economic Development Council. Due to the length of the meeting <br />the Council tabled scheduling (a) Hispanic Chamber of Commerce and (c) the <br />Economic Development Council until the next Regular Meeting on April 14, <br />2003. Mr. Mayhew stated he would like the Workshop with The Village to be <br />scheduled for 6:00 p.m. before the next Regular Meeting on April 14, 2003. <br />He stated this should be a 45-minute Workshop. Mr. Mihalkanin stated he <br />feels Council should submit any questions they might have for The village <br />in advance. <br /> <br />Mayor Habingreither introduced the City Council's Report. 1) Ms. Tatum <br />stated on March 31, 2003 Hays County is to hold a Workshop from 12:00 noon <br />to 4:00 p.m. to discuss issues facing Hays County. 2) Mr. Mayhew stated <br />he welcomed Pan American Golf Association last week to our City for a Golf <br />Tournament. He stated there were over 480 golfers who attended and <br />visited our City. He thanked everyone who worked hard on bringing this <br />event to our City. 3) Ms. Narvaiz stated she presented a Proclamation and <br />a Key to the City to the PAGA group this last week. She also stated she <br />was currently working with the Special Olympics who will be holding a <br />fund-raiser on April 8, 2003. She stated this event will have over 3,500 <br />athletes who will participate in the Special Olympics. 4) Mayor <br />Habingreither read a letter from an Austin resident who supports the City <br />Council's adoption of the Resolution, which expressed support of the <br />President and Armed Forces in the Iraqi conflict. 5) Ms. Tatum asked <br />Staff to collect names of citizens who serve in the military. She stated <br />she would like them and their families to be recognized and presented with <br />a Certificate or a Proclamation. <br /> <br /> <br />
