<br />4.0 <br /> <br />Goals (CRS Activity 511.6.) <br /> <br />I <br /> <br />4.1 Goals Established <br /> <br />The State of Texas Mitigation Plan dated January 27, 1999 lists the State of Texas Mitigation <br />Goals as follows <br /> <br />]. Reduce or eliminate hazardous conditions that cause loss of life; <br />2. Reduce or eliminate hazardous conditions which inflict injuries; <br />3. Reduce or eliminate hazardous conditions which cause property damage; and <br />4. Reduce or eliminate hazardous conditions which degrade important natural <br />resources <br /> <br />The Hays County Mitigation Planning Committee began discussing plan goals and identifying <br />possible Action Items at the initial committee meeting held at the Hays County Courthouse on <br />April 24, 2003. During monthly meetings from April through October 2003, the Committee <br />reviewed the State of Texas Emergency Management Plan and the State's mitigation goals and <br />strategies. The Committee embarked on a mission to establish goals and mitigation strategies <br />that would parallel the State of Texas efforts to identify immediate and long term proactive <br />measures that can be undertaken by Hays County communities, local agencies and the public <br />to reduce or prevent loss of life and damage to property. The Committee followed FEMA's <br />Community Rating System (CRS) Program ] O-step planning process that ultimately led to <br />establishing mitigation plan goals, identifying and analyzing mitigation strategies, and I <br />prioritizing mitigation actions for Hays County and each community in the County. The Hays <br />County Mitigation Planning Committee determined that goals that conform to the goals and <br />strategies of the National Flood Insurance Program (NFIP), TxDEM administered Hazard <br />Mitigation Grant Program (HMGP), and the TWDB administered Flood Mitigation Assistance <br />(FMA) Program would be of major importance. Goals were identified for the eight (8) hazards <br />that were classified as Substantial or Major in severity and Highly Likely or Likely in <br />frequency: <br /> <br />Flood - See Flood Damage Reduction Goals (F) <br />HAZMA T Incident - See HAZMA T Incident Reduction Goals (H) <br />Transportation Accident (included in HAZMA T goals and actions) <br />Fire (also includes Wildfire and Urban Fire) - See Fire Resistant Goals (F) <br />Tornado - See Tornado Resistant and Building Code Improvement Goals (T) <br />High Wind (included in Tornado goals and actions) <br />Drought - See Drought Reduction Goals (D) <br />Extreme Heat - See Extreme Heat Mitigation (HEAT) <br /> <br />The following Mitigation Plan Goals arranged by hazard type were established by the Hays <br />County Mitigation Planning Committee: <br /> <br />I <br /> <br />Hays Count)', Texas <br />Miligalion Plan <br /> <br />105 <br />
