Acquisition or Elevation of Repetitive Loss Properties.

Identify and evaluate repetitive loss properties and other properties "at risk" in Hays County
for future acquisition and relocation or elevation of structures above the base flood elevation.
Based on the July 19, 2002, FEMA Region VI Repetitive Loss Community List, there are 30
Repetitive Loss Properties identified in Hays County (16 in Hays County unincorporated areas
and 14 in the City of San Marcos). A Repetitive Loss Property is a property that has received
two or more paid flood insurance claims that exceed $1,000.00. By utilizing funding available
through the Hazard Mitigation Grant Program (HMGP) and Flood Mitigation Assistance
(FMA) Program, individual communities can address problems in flood loss and repetitive loss
areas by initiating acquisition and structural elevation projects for identified structures and by
designing and constructing drainage improvements.

I

Several areas within the City of San Marcos are suitable for future structure elevation projects.
Areas designated as shallow flooding areas (Zone AH) on the Flood Insurance Rate Maps are
areas with flood depths of three feet or less. There are a significant number of residential
structures located in these shallow flooding areas (Zone AH). Federal funds available for
HMGP and FMA Projects are administered by the Governor's Division of Emergency
Management and Texas Water Development Board. There are 30 Repetitive Loss Properties
and approximately 20 residential structures located in shallow flood areas. The estimated cost
to acquire and relocate a Repetitive Loss Property is $ 100,000 per structure. The estimated cost.
to elevate a residential structure a total of three (3) feet in a shallow flooding area is $30,000
per structure.

Hays County, Texas
Miligalion Plan

124
