Increase Participation in the Community Rating System (CRS) Program <br /> <br />I <br /> <br />Currently, the City of San Marcos is the only community within Hays County that participates <br />in FEMA's CRS Program. FEMA recognizes community efforts that exceed the minimum <br />requirements of the National Flood Insurance Program (NFIP) by designating communities <br />that have adopted "higher standards" as CRS Communities. All flood insurance policies within <br />communities that participate in FEMA's CRS program are rewarded with reduced flood <br />insurance premiums. <br /> <br />I <br /> <br />A proposed Mitigation Plan Action Item is to encourage additional Hays County communities <br />to participate in FEMA's CRS program and assist communities in preparing the CRS Program <br />Application, documenting CRS activities, preparing annual reports, hosting CRS workshops <br />and training activities, and developing programs that will result in future CRS credits. The <br />Mitigation Committee recognizes that the CRS Program may not be feasible for communities <br />with minimal staff and for communities with a small number of flood insurance policies in <br />force. Therefore, Hays County, with 444 flood insurance policies in force, is a likely candidate <br />to enroll in the CRS Program. Based on NFIP records, the annual premiums for the 444 flood <br />insurance policies in Hays County (unincorporated Area) is $ 180,864 as of December 31, <br />2002. The estimated Hays County flood insurance policy savings for a CRS Class 9 rating <br />would be approximately $45,000 over a five-year certification period or approximately $9,000 <br />annually. A Class 8 Rating would be approximately $90,000 over five years or $18,000 <br />annually. The City of San Marcos is currently a CRS Class 7 Community and the estimated <br />flood insurance police premium savings over a five-year period is approximately $119,000 or <br />approximately $23,800 annually.
