<br />Iby" Couri1\ \LLl/~ltl r.! <br /> <br />I <br /> <br />Until a state law is enacted to allow Texas counties to adopt building codes, the HR 1442 <br />agreement between counties and incorporated communities is the only avenue to improve <br />building construction within unincorporated areas. <br /> <br />Phase 1 - Each community should evaluate building code requirements and adopt <br />improvements that will result in more wind, tornado and fire resistant structures and structures <br />that are better insulated and energy efficient to reduce the effects of extreme heat and cold. The <br />Capital Area Planning Council (CAPCO) may be the ideal agency to identify possible building <br />code improvements, sponsor code workshops and assist communities with code enforcement. <br /> <br />Phase 2 - Communities that have adopted building codes should conduct annual code reviews <br />and update codes as changes occur. CAPCO can assist Hays County communities with code <br />evaluation and upgrades to improve building sustain ability. <br />Building code improvements can include: <br /> <br />I <br /> <br />. Non-combustible roofing and siding <br />. Fireplace and chimney (higher safety requirements) <br />. Smoke and fire detection for both residential and non-residential construction <br />. Building sprinkler system requirements <br />. Building glass that has higher efficiency (extreme temperatures) and resistant to <br />explosions <br />.
