Have Federal or State actions occurred that impact Hays County or the Mitigation <br />Plan? For example, has FEMA remapped Hays County as part of the national <br />Map Modernization Initiative? How does this impact the Flood Hazard Mitigation <br />Actions? <br />5. Post a public notice on both the City of San Marcos and Hays County websites <br />and notify newspapers regarding the annual Plan review and invite public <br />participation in the process. The Hays County and City of San Marcos Emergency <br />Coordinators will be responsible to coordinate with website managers to post <br />public notices and plan review information. <br />6. Conduct a public hearing allowing public input into the annual plan review <br />process. <br />7. Revise local plans and ordinances, if necessary, to incorporated mitigation actions <br />that have or will be accomplished. This may include Comprehensive Master <br />Plans, Drainage Master Plans, Capital Improvement Plans, operating budgets, <br />court orders and ordinances. <br />8. Revise the Hays County Mitigation Plan, if necessary, to incorporate: public input <br />received from both website postings and from the public hearing; input from <br />TxDEM, FEMA and other agencies; revisions requested from Hays County and <br />participating communities; and changes initiated by the Hays County Mitigation <br />Planning Committee and Hays County LEPC. Prepare a Mitigation Plan Review <br />Report to document the review activities, actions to be accomplished, and plan <br />reVISIons. <br />9. Notify the Governors Division of Emergency Management (TxDEM) and FEMA <br />that the Hays County Mitigation Plan annual plan review has been completed. <br />10. If required by TxDEM and/or FEMA Hays County and participating communities <br />may be required to amend the Mitigation Plan to incorporated required changes <br />and possibly formally adopt the revised Plan. <br /> <br />The Public will be invited to participate in the annual Plan Review process (Years 1 through 5) <br />through public notices, posting the Plan on both the Hays County and City of San Marcos <br />websites, and public meetings. The Hays County Fire Marshal will coordinate with the Hays <br />County LEPC to incorporate the annual Plan review effort into the LEPC annual meeting. <br />Upon completion of each annual Plan Review, the Mitigation Planning Committee will prepare <br />the Plan Review Report that may result in a revision to the Plan based on input from the public, <br />State and Federal Agencies, other agencies, and the various communities. During the 5-year <br />Plan life, FEMA should complete the Hays County remapping effort as part of the national <br />Map Modernization Initiative. This remapping effort will satisfy Mitigation Action F-7 and <br />Hays County and participating communities will be required to adopt an updated flood damage <br />prevention ordinance also identified as Mitigation Action F-5. Should a disaster event occur in <br />Hays County during the 5-year plan life there will be the opportunity to evaluate and possibly <br />update the Hays County Mitigation Plan based on the disaster response and recovery effort. <br />The Hays County Mitigation Plan will be resubmitted for approval to Hays County and each <br />participating City Council only when required by TxDEM and FEMA to meet DMA 2000, the <br /> <br />Hays County, Texas <br />Miligation Plan <br /> <br />147 <br /> <br />I <br /> <br />I <br /> <br />I <br />
