\; >~., ~ ~

2.2 Known Hazards.

Hays County is exposed to many hazards, all of which have the potential to disrupt I
communities, cause casualties, and damage or destroy property. The Hays County Mitigation
Planning Committee conducted a Multi-Hazard Inventory and Risk Assessment for twenty-
four (24) Natural Hazards and thirteen (13) Technological Hazards that may impact Hays
County. During the May 2003 and June 2003 Hays County Mitigation Planning Committee
meetings, a work session was conducted and Table 2, "Multi-Hazard Inventory and Risk
Assessment, Hays County", was prepared listing each hazard and showing the priority level,
severity, frequency and Committee Comments. This infonnation was summarized in Table 3,
"Hazard Rating Summary", which identifies the major hazards that Hays County is most likely
to face. Additionally, the impacts on public health and safety and the impacts on property are
illustrated.

Infonnation available to the Hays County Mitigation Planning Committee to assist in
evaluating hazards and the probability of future hazard events included data from the National
Climatic Data Center (NCDC) website http://www.ncdc.gov which lists 203 stonn events for
Hays County from 1/1/1950 to 07/3112003, with $198.7 million in property damage and $162.2
in million crop damage. The Hays County stOTIll event breakdown is as follows:

Event Type
Tornadoes
Thunderstorm Winds
Hail
Flash Flood
Flood
Drou ght
Funnel Cloud
Winter Storm
Total

Number
22
50
77
26
8
9
3
7
203

A verage per Year
0.418
0.951
1.464
Included with flood
0.647
0.171
0.057
0.133
3.86

I

This information allowed the Mitigation Planning Committee to estimate the probability of
future events for each hazard profiled by NCDC.

The process of identifying hazards is two-fold. First, a hazards analysis is developed. It is a
stand-alone product consisting of maps, databases, charts, atlases, and other supporting
documentation. The analysis provides a risk-based, quantitative method, to prioritize
mitigation and preparedness needs for the jUJisdiction as a whole. This analysis will be
reviewed and updated annually. The Hays County Multi-Hazard Inventory and Risk
Assessment was completed by HalO' Associates, Inc. in December 2003 [P-34]. Individual
Hazard Worksheets is included in Attachment "D" of this Plan. Second, a mitigation action
plan is developed. The mitigation action plan outlines mitigation goals, identifies a risk
reduction strategy for each of the significant hazards that threaten the area, and discusses the
ongoing risk reduction activities undertaken within the jurisdiction. The mitigation action plan I
further details what is to be done, how much it will cost, who will be responsible for the action,
how it will be funded, and provides an implementation schedule.

Hays County, Texas
Mitigation Plan
29
