Following <br />directions of the Mitigation Planning Committee, the consultant, Halff Associates, Inc., prepared <br />individual Hazard Profile Worksheets and Vulnerability and Risk Assessment Worksheets included in <br />Plan Attachment "D" for hazards of greatest concern that have been identified as "substantial" and <br />"major" with a frequency of "highly likely" and "likely". Hays County was divided into 4 Planning <br />Sectors as described in Section 2.1 with the cities of Dripping Springs and Bear Creek located in Sector <br />I; the cities of Kyle, Buda, Mountain City, Niederwald, Uhland, and Hays located in Sector 2; the City <br />of San Marcos located in Sector 3; and the Village of Wimberley and City of Woodcreek located in <br />Sector 4. The number of structures, population, housing units, key facilities, special facilities and <br />infrastructure (lifelines) for each planning sector is listed in Attachment "D" broken down by <br />Vulnerability Code as Very High Risk, High Risk, Limited Risk and Minimal Risk. Attachment "D" <br />includes a Hazard Assessment Table showing the number of critical facilities in Hays County and <br />within each hazard area; value of critical facilities in Hays County and within each hazard area; and the <br />number of people in critical facilities in Hays County and within each hazard area. Attachment "D" also <br />includes an Inventory Assessment for each of the Major Hazards listing critical facilities, size of <br />buildings, replacement value, contents value, functional use value, displacement cost and building <br />occupancy. A separate table for each major hazard estimates structure and contents loss for each critical <br />facility. Another table in Attachment "D" estimates function loss ($) for each critical facility for each <br />major hazard.
