Total Payments is the total paid flood insurance policy claims paid for repetitive loss <br />properties <br /> <br />I <br /> <br />Based on information from the Hays County and the City of San Marcos Flood Insurance <br />Study Reports, areas within Hays County are subject to flash flooding and high velocity <br />flooding that may result in loss of life and property damage. The Floodway Data Tables <br />included in the Hays County Flood Insurance Study Report identifies streams with high- <br />velocity cross sections. Table 7, "High-Velocity Cross Sections in Hays County", lists the <br />various streams in Hays County that have been studied by "detailed" hydrologic and hydraulic <br />methods. For each stream studied by detailed methods, the channel cross sections were <br />grouped by average floodway velocity ranging from 0 to 5 fps (feet per second), 5 to 10 fps <br />and greater than 10 fps and shown in Table 7. Channel velocities in excess of 5 fps are <br />considered to be dangerous and channel velocities in excess of 10 fps are considered to be <br />extremely hazardous. The City of San Antonio has a long history of flooding deaths, and to <br />combat this problem the City adopted an ordinance that imposes a "rescue fee" per person for <br />anyone that drives around a barricade into high water. For the 45 streams identified in the Hays <br />County Flood Insurance Study, a total of 966 channel cross sections have been identified. A <br />total of 279 (29%) with velocity between 0 and 5fps, a total of 583 (60%) with velocity <br />between 5 and 10 fps and 104 (11 %) with velocity in excess of 10 fps. The Hays County <br />Mitigation Planning Committee identified low water crossings as a major hazard in Hays <br />County.
