The City Council in its Budget Policy Statement for Fiscal Year 2006-2007 expressed <br />an interest in considering an increase in the rates charged by the City for drainage utility services <br />in order to address high priority needs for additional maintenance of existing drainage facilities <br />and increase the City's ability to fund additional drainage capital improvement projects. <br /> <br />2. The City staff has proposed a plan of activities to be accomplished in the event the City <br />Council decides to increase the rates charged by the City for drainage utility services. <br /> <br />3. The City Council wishes to implement an increase in the rates charged by the City for <br />drainage utility services to accomplish these purposes. <br /> <br />BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS: <br /> <br />SECTION 1.
