The Council returned into regular session at approximately 6:04 p.m. Council provided direction <br />to Staff to move forward during the executive session. <br />5. Receive Staff presentation and hold a discussion regarding proposed Drought <br />Ordinance amendments, and provide direction to Staff. <br />Tom Taggart, Executive Director of Public Services, provided the Council with a presentation <br />regarding the proposed Drought Ordinance amendments. Council consensus was that they had <br />no interest in a plan concept for the watering of athletic fields or golf courses. <br />6. Invocation <br />Pastor Jeff Kester with Baihai Faith provided the invocation. <br />7. Pledges of Allegiance - United States and Texas <br />Devyn Underwood, an incoming 4th grade student at Crockett Elementary School, led the <br />assembly in the pledges. <br />8. 30 Minute Citizen Comment Period <br />Camille Phillips, Franklin Dr, invited the public to a class on Thursday at 2 p.m. at United <br />Campus Ministry on how to prevent falls. <br />Diane Wassenich, 11 Tanglewood, addressed the Council regarding the Drought Response rules <br />and stated that she read all of the proposed changes and that quite a few that Staff listed could be <br />year round rule, and if the Council was going to weaken the rules then they should balance the <br />loss of water in some other way. She stated that we need to have rules that are consistent with <br />the rest of the region and not have weaker rules. <br />Rose Brooks, 1211 Mountain View, she addressed the Council regarding the Cake Auction for <br />the Juneteenth celebration, and invited the public to attend. <br />Consent Agenda <br />9. Consider approval of the May 15, 2012, Regular Meeting Minutes. <br />10. Consider approval of Ordinance 2012 -29, on the second of two readings, amending <br />Subpart B, of the City of San Marcos City Code, Land Development, by repealing Chapter <br />1, Article 9, Division 4, "Floodplain Permit" in its entirety; repealing Chapter 5, Article 4 <br />— "Floodplain Development "; establishing a new Chapter 39 in Subpart A of the San <br />Marcos City Code to be titled "Flood Damage Prevention "; repealing all ordinances or <br />parts of ordinances in conflict therewith; providing a severance clause; finding and <br />determining that the meetings at which the ordinance is passed are open to the public as <br />required by law; and providing for and effective date. <br />
