PART 2. The City Council of the City of San Marcos finds that the unemployment <br />rate in the area depicted as a TEA in Exhibit "A" exceeds 150 percent of the national <br />unemployment rate on this day. <br />PART 3. The City Council further finds that implementation of the EB5 Visa <br />program through the creation of a TEA will promote direct foreign investment in the community <br />and enhance economic development and job growth in San Marcos and its Extra Territorial <br />Jurisdiction. <br />PART 4. The Mayor of the City of San Marcos is hereby authorized to designate the <br />area shown in Exhibit "A" as a TEA in San Marcos and its ETJ for the EB5 Visa Program. <br />PART 5.
