order to evaluate accessibility, proximity to neighboring properties and proximity to floodplains. <br />Finally, the Engineer will use existing FEMA Flood Insurance Rate Map ( "FIRM ") data to map <br />the location of the floodplain relative to proposed locations of water reuse facilities. <br />1.4.2 Conceptual Layout of Infrastructure. Review identified limitations to each alternative <br />identified as part of subsection 1.4.1 above and refine alternatives to reduce impacts to the extent <br />practical. The Engineer will utilize conceptual schematics of the alternatives to provide the basis <br />for the development of a water reuse delivery system. <br />1.4.3 Reuse Water Design Parameters. Develop potential design parameters for a reuse water <br />utility. The conceptual plan and design will be introduced to stakeholders in public meetings to <br />receive comments and to gauge public acceptance. <br />1.4.4 Reuse Water Chemistry Profile Development. Collect one (1) grab sample of the effluent <br />from the City's wastewater treatment plant for analysis for suitability in industrial applications, <br />such as cooling applications. This chemical analysis of effluent by the Engineer is for <br />parameters that are not otherwise conducted as part of the routine testing and reporting <br />requirements of the City's discharge permit, and may include minerals and dissolved gases. The <br />Engineer will use the results of this analysis to develop probable costs for treatment of boiler <br />make -up water to minimize corrosion and scaling potential. <br />1.5 TASK 5 — ALTERNATIVE COST EVALUATION <br />The Engineer will: <br />1.5.1 Develop preliminary opinions of probable construction costs for expansion of the city's <br />water reuse system using the results of the conceptual planning and design detailed in Section 1.4 <br />above. In addition the Engineer will develop projected annual water reuse system operations and <br />maintenance costs. <br />1.6 TASK 6 — ECONOMIC ANALYSIS <br />The Engineer will: <br />1.6.1 Analyze the potential economic benefits of expanding the existing water reuse system <br />relative to other water supply alternatives that could be implemented by the City and University. <br />In this analysis, the Engineer will identify the degree to which two water reuse alternatives are <br />cost - effective and describe the potential economic benefits that could be realized after <br />implementation. The Engineer will include: <br />a) A comparison of the present value of the range of costs and quantifiable benefits; <br />b) The projections of the relative economic impact of additional water as it relates to <br />minimizing water supply costs for future demands; and. <br />c) A cost comparison of water supply alternatives that may satisfy the same demand as <br />the proposed reuse project. Water supply alternatives are limited to: <br />i) increased raw water purchases from GBRA; <br />Direct Water Reuse Feasibility Study 2012 — Espey <br />
