MOTION: Upon a motion made by Council Member Porterfield and a second by Council <br />Member Scott, MOTION TO AMEND: Upon a motion made by Council Member Becak and a <br />second by Council Member Scott, the City Council voted (3) for and (4) opposed, Mayor <br />Guerrero, Council Members Prather, Thomaides, and Porterfield, to amend Stage 1 to go back to <br />the proposed language. The motion failed. MOTION TO POSTPONE: Upon a motion made <br />by Council Member Scott and a second by Council Member Thomason, the City Council voted <br />(2) for and (5) opposed, Mayor Guerrero, Council Members Prather, Thomaides, Porterfield <br />Becak, to postpone to let the Citizen's Utility Advisory Board to review and provide input. The <br />motion failed. MOTION TO AMEND: Upon a motion made by Council Member Thomaides <br />and a second by Council Member Prather, the City Council voted (7) for and none (0) opposed, <br />to amend to select Option 3 (non -play areas follow general irrigation restrictions; in -play areas <br />have option of following general irrigation restrictions or submitting irrigation conservation plan <br />for approval by City staff) as provided by Staff in all stages of restriction. The motion carried <br />unanimously. MOTION TO AMEND: Upon a motion made by Council Member Porterfield <br />and a second by Council Member Becak, the City Council voted (7) for and none (0) opposed, to <br />amend Section 26.056 definition of Designated weekday to mean weekday, 86.064 remove the <br />word after the strike out in Section 7 (d), and in 86.064 -1 (a) state `use water for the restricted <br />purposes permitted under the drought response plan measures.' The motion carried <br />unanimously. MOTION TO AMEND: Upon a motion made by Council Member Thomaides <br />and a second by Council Member Porterfield, the City Council voted (5) for and (2) opposed, <br />Council Members Porterfield and Scott, to amend 86.064 -2 to state "The director may grant a <br />variance from the requirements of this article to allow additional watering days for the <br />establishment of new landscape. The additional watering days allowed under this section may <br />only be between and including September 1 and May 31. The director shall develop and <br />promulgate criteria for the granting of a variance under this section and any forms consistent <br />with such criteria for customers to request a variance." The motion carried. MAIN MOTION: <br />the City Council voted (7) for and none (0) opposed, to approve Ordinance 2012 -28, as amended. <br />The motion carried unanimously. Council provided direction to Staff to look at conservation <br />throughout the Land Development Code, have a future workshop regarding the water rate <br />structure and to have the Citizen's Utility Advisory Board review and provide recommendations <br />after having a couple of meetings. <br />13.Consider approval of Resolution 2012 -62R, approving an agreement between the City <br />and American Signal Corporation for $283,950.00 for the provision of a turnkey <br />Outdoor Siren Warning System contingent upon the contractor's timely submission of <br />proof of insurance and a performance bond in accordance with the agreement; <br />authorizing the City Manager to execute this agreement on behalf of the city; and <br />declaring an effective date. <br />MOTION: Upon a motion made by Council Member Scott and a second by Council Member <br />Porterfield, MOTION TO AMEND: Upon a motion made by Council Member Becak and a <br />second by Council Member Thomaides, the City Council voted (5) for and two (2) opposed, <br />Council Members Porterfield and Scott, to amend the relative humidity to state 10 -100 %. The <br />motion carried. MAIN MOTION: the City Council voted (6) for and one (1) opposed, Council <br />Member Thomason, to approve Resolution 2012 -62R, as amended. The motion carried. <br />
