RESOLUTION No. 2012 - 97 R <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />SAN MARCOS, TEXAS, ADOPTING GUIDING PRINCIPLES <br />FOR THE CITY'S LEGISLATIVE ACTION PROGRAM FOR <br />THE 83rd SESSION OF THE TEXAS LEGISLATURE IN 2013. <br />RECITALS: <br />1. WHEREAS, Texas is one of the fastest growing states with the population becoming <br />less rural, older and more diverse, and this increasing urbanization presents both opportunities <br />and challenges, and is placing more demands on municipal infrastructure and services including <br />transportation, utilities, fire and public safety, and more demands on the revenue and legal <br />authority needed to provide these services; and <br />2. WHEREAS, Texas cities are now subjected to unprecedented fiscal demands for <br />public services in an environment of limited taxation and inadequate financial resources; and <br />3. WHEREAS, Texas cities, to respond to these challenges in a prudent and responsible <br />manner, must have the legal authority to respond to the challenges effectively, and must not have <br />mandates imposed on them at the State level that drain or usurp local revenue sources, <br />NOW, THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE <br />CITY OF SAN MARCOS, TEXAS: <br />PART 1. The Guiding Principles for the 83rd Texas Legislative Session <br />attached to this resolution are hereby adopted for the purposes of guiding the City <br />of San Marcos state legislative program. <br />PART 2.
