We believe <br />municipalities need to plan fITst on what the community desires and needs, and second on what <br />makes sense from an economic development and market-based perspective. <br /> <br />TIP will perform an extensive Market Niche Analysis of the immediate area to gauge the projected <br />demand for office, retail, and residential development in the immediate downtown area. Our <br />quantitative analysis will be supplemented by our extensive qualitative analysis, where we meet <br />with individual shop owners, and prospective office tenants to fully understand lease rates, <br />vacancy levels, construction costs, and overall demand for each market sector. We combine our <br />qualitative and quantitative analysis to illustrate the best market opportunities for the downtown~ <br /> <br />Important questions to answer as part of the overall Downtown Master Plan are: <br /> <br />· What role does the downtown have in San Marcos' econonric growth? <br />· What is the larger regional economic development vision for the San Marcos areai? <br /> <br />Information collected during this phase will be synthesized, analyzed, and used to feed <br />information for the development of the subsequent planning phases. <br /> <br />Phase 2: Tasks and Outcomes <br />· Prepare base map materials for the master plan <br />· Analyze significant factors relating to the downtown master plan (see list above) <br />· Prepare opportunities and constraints diagram <br />· Identify qualitative and quantitative data that will influence the concept plan <br />· Meet with Technical Advisory Committee representatives to review progress <br />· Conduct Analysis session with the Citizens Advisory Committee (City Task <br />· Conduct initial public involvement Community Workshop #1 <br /> <br />Phase 3:.ConceDt <br /> <br />The Concept Phase focuses on early development of planning <br />scenarios that holistically address the project's development <br />The outcome is a simply plan distilled to its salient points. <br /> <br />In Concepts, we strategically identifying ways of promoting <br />downtown regional connectivity and interaction among <br />community, government, businesses, visitors, the university, <br />etc., as well as other potential stakeholders identified as users <br />of the downtown district. Our approach in developing this <br />preliminary Downtown Master Plan is to gain an in-depth <br />understanding of historical, current and future growth and <br />development plans. This process is not typically sequential, <br />but rather it overlaps somewhat with Phase 2, in or order to <br />obtain an elegant and appropriate planning response in mind, <br />even in preliminary forms. <br /> <br />Our efforts will be inspired by the unique and endearing <br />aspects of the downtown, while being aware of the realities of <br />building, infrastructure, transportation, etc., related issues. <br />The plan will engage the early "Town-Gown" planning <br />concepts initiated in the Texas State University-San Marcos <br /> <br />
