The Council returned into regular session at approximately 7:02 p.m. Council provided <br />direction to Staff to hold a special meeting on August 16, 2012 to discuss non - binding <br />proposition ballot language to be placed on the ballot. <br />5. COUNCIL MEMBER UPDATES: Receive status reports and updates from the Mayor <br />and /or Council Members and a general discussion regarding the following: Council <br />Member Porterfield: Updates regarding Lone Star Rail, CAPCOG Executive <br />Committee, and the Hays Caldwell Public Utility Agency. <br />MOTION: Upon a motion made by Council Member Porterfield and a second by Mayor <br />Guerrero the City Council voted six (6) for, none (0) opposed, and one (1) absent, Council <br />Member Prather to postpone this item to the August 21, 2012 regular city council meeting. The <br />motion carried. <br />6. Invocation <br />A moment of Silence was observed <br />7. Pledges of Allegiance - United States and Texas <br />Council Members Scott and Porterfield led the assembly in the Pledges of Allegiance. <br />8. 30 Minute Citizen Comment Period <br />Jaimy Breihan, 134 E Hillcrest, spoke in favor of acquiring the Cape's Camp and the Sessom <br />Canyon properties for parks and recreation purposes. <br />Melissa Derrick, 109 Kathryn Cove, addressed the Council regarding the possible acquisition of <br />the Riverside park land and spoke in support of it. <br />Don Eyssen, 200 Orchard St, addressed the Council regarding the issues facing Cape's Camp <br />and Sessom Canyon and he would like to see these areas made into parkland. He continued by <br />stating that we need to be more aware of the leverage of right away and easements that we are <br />giving developers and then the developer giving back 3 acres of parkland. That's not equal. <br />Dianne Wassenich, 11 Tanglewood, addressed the Council regarding the support of the <br />proposition being placed on the November ballot for the acquisition of the Cape's Camp <br />property. <br />Angie Ramirez, 612 Barbara Dr, addressed the Council regarding the acquisition of the Cape's <br />Camp property for the use of Parkland on the eastside and it being placed on the ballot. <br />Jill Keith, 200 Orchard St, addressed the Council regarding the Casey project and asked that the <br />Council deny it when it comes back for consideration. <br />
