21.Receive Ouarterly Report from the Greater San Marcos Partnership and provide <br />direction to staff. <br />Amy Madison, President of the Greater San Marcos Partnership, provided a brief presentation. <br />22.Hold a discussion regarding the potential for instituting expiration dates on zoning <br />items, and provide direction to Staff. <br />Council Members Scott and Thomason led the discussion regarding the potential for <br />instituting expiration dates on zoning items. Council consensus was for Staff to propose a <br />policy and to get a consensus from the Council on a timeframe. <br />23.Hold a discussion regarding the Youth Master Plan, and provide direction to Staff. <br />Council Member Porterfield and the Youth Master Plan committee provided a brief presentation <br />and update. Council consensus was for Staff to bring back a resolution in support of the Youth <br />Master Plan vision. <br />24.Hold a discussion regarding the potential options for the sale of current City -owned <br />property from the old Municipal Airport Subdivision site, otherwise known as the <br />"Leah Tract," located at Interstate Highway 35 and along Cottonwood Parkway, and <br />provide direction to Staff. <br />City Manager, Jim Nuse, provided the Council with a brief presentation. Following the <br />presentation the Council consensus was to use a sealed bid process to sale the parcels with a <br />minimum bid requirement; two separate processes would be used: one for the 1.36 acre tract and <br />one for the 25.16 acre tract. Council also provided direction to look at additional options for <br />roadway access and to reach out to the adjacent property owners to be sure it wouldn't be cutting <br />off access. <br />25.
