RESOLUTION NO. 2012-105R <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS SUPPORTING THE DEVELOPMENT OF A YOUTH <br />MASTER PLAN FOR THE CITY; AND DECLARING AN EFFECTIVE <br />DATE. <br />RECITALS: <br />1. The City of San Marcos, Texas desires to partner with local schools, the business <br />community, Texas State University -San Marcos, faith -based organizations, neighborhood <br />associations, youth- serving organizations and civic, non - profit and faith based groups to promote <br />the safety, well -being and healthy development of its young people. <br />2. According to the 2010 U.S. Census, 47 percent of San Marcos residents are <br />between the ages of 15 and 25. <br />3. The City Council recognizes that one way to ensure that San Marcos youth grow <br />into contributing members of the community is the development of a plan that will help <br />parents /guardians, schools, nonprofits and other service providers offer a coordinated approach <br />to addressing the many life factors that affect a student's success in school, including health, <br />home stability, and out -of- school activities. <br />4. The Youth Master Plan vision statement, developed by youth members of the <br />Youth Master Plan Steering Committee states that "We envision the youth of San Marcos to be <br />proud of our educational communities, to be able to participate in accessible youth- centered <br />cultural, fine arts and recreational activities and to be able to live in a clean, safe, enjoyable <br />environment and home life. We want our youth to have opportunities including arts, culture and <br />community service to prepare them to be future leaders in business and civic engagement of our <br />community." <br />5. The youth have formed committees to be able to responsibly form vision <br />statements, goals and action plans to address the appropriate areas of change. The committees are <br />as follows: <br />a. <br />Recreational Committee <br />b. <br />Healthy Home -Life Committee <br />C. <br />Education Committee <br />d. <br />Jobs/Internships Committee <br />e. <br />Security Committee; and <br />L <br />Transportation Committee. <br />6. The Institute for Youth, Education and Families, a special entity within the <br />National League of Cities, ( "IYEF ") has made an action kit available for municipalities outlining <br />its five core program areas and guidelines for creating a Youth Master Plan addressing these <br />important subjects: <br />
