1.2.1 Participate in a kickoff meeting with the City to review procedures and define the I
approach to performing the IDSE. In addition, the Engineer will, if possible, determine the
historic "month of highest TTHM/HAA5 concentrations" per Section 6 of the IDSE Guidance
Manual (EP A 817- B-06-02).

1.2.2 Develop plans for water quality sampling and system hydraulic data collection as needed
to meet the requirements of Section 6 of the IDSE Guidance Manual and provide enough data for
model calibration. It is anticipated that new hydraulic system data will need to be collected
during the month of highest TTHM/HAA5 concentrations.

1.2.3 Review available data and reports related to the City's water distribution system as
provided to the Engineer. The City will provide information to the Engineer including, but not
limited to, water system improvements not previously incorporated into the model, pressure
recording data, flow and tank level data, system operation rules, calibration studies and C-factor
studies, if available.

1.2.4 Review available water quality data related to TTHM and HAA formation in the raw and
finished water, and within the distribution system. The Engineer will collect additional new
TTHM/HAA5 data in conjunction with hydraulic data collection during the "month of highest
TTHM/HAA5 concentrations".

1.2.5 Update the hydraulic model of the City's distribution system to reflect changes III
physical characteristics and operations.

1.2.6 Perform initial water age modeling for the City's distribution system to assist in the
selection of SSS monitoring sites, per Section 6 of the IDSE Guidance Manual.

I

1.2.7 Calibrate the water quality model to available water quality data. Level of calibration will
be dependent on parameters available for calibration, as well as frequency and spatial locations
of sampling points.

1.2.8 Use water quality model to predict TTHM and HAA levels in the distribution system and
identify areas in the system for which high levels of THMs and HAAs are predicted to occur.

1.2.9 Prepare and provide the City with a SSS Modeling Study Plan and IDSE Report for a
Modeling SSS, per the requirements in Section 6 of the IDSE Guidance Manual.

1.2.10 Prepare for and attend up to two progress meetings with the City.

1.3 ADDITIONAL SERVICES/CHANGE IN SERVICES

1.3.1 The City may direct the Engineer to perform services outside of the scope of the Basic
Services as described in Section 1.2 above. The Engineer will submit a written estimate of fees
to the City and obtain the City's authorization prior to initiating any additional services.

1.3.2 Each material change (deletion or addition) in the services to be provided by Engineer

I

M'AI-IOSF

2
