Updates regarding Lone Star Rail, CAPCOG Executive Committee and the Hays Caldwell Public <br />Utility Agency. <br />Council Member Porterfield provided updates regarding Lone Star Rail, CAPCOG Executive <br />Committee and HCPUA. Mayor Guerrero directed Staff to place an update from him regarding <br />Amtrak on the September 4, 2012 meeting. <br />6. Invocation <br />Debbie Morningstar with Cherokee Candle Shop provided the invocation. <br />7. Pledges of Allegiance - United States and Texas <br />Council Members Scott and Porterfield led the assembly in the pledges of allegiance. <br />8. 30 Minute Citizen Comment <br />Clay Thornton, Pacesetter Homes, LLC, 7940 Shoal Creek Blvd. Suite 200, Austin, TX 78757, <br />addressed the Council regarding the building fee ordinance which would increase fees. <br />Applauded the City on My Permit Now and how it has sped up the process, but raising the <br />building fees will not be good on the residential side of the business, <br />Harry Savio, 8140 Exchange Drive, Austin, TX 78754, addressed the Council regarding the <br />building fee ordinance which would increase building fees. He provided a second letter with his <br />math double checked and that no matter how you look at it, it will fund Staff support services <br />and over half of the building services budget. He wouldn't suggest that making an increase of <br />100% in fees at one time. <br />Lisa Spencer, 100 E. Mimosa Circle, addressed the Council regarding the increase of building <br />fees and also spoke about the funding for the Schieb Center and the need for additional funding <br />in the amount of $50,000 to finish their building, and asked the Council to consider donating that <br />additional needed funding. <br />Jason Elliot, 210 W Hutchinson, addressed the Council regarding the negative impacts that <br />increasing building fees would have on the community. It makes it more difficult for first time <br />homebuyers to come into the community. If this increase was tiered it would be a little easier to <br />absorb. <br />Don Eyssen, 200 Orchard, addressed the Council regarding the raises for Michael Cosentino and <br />Jamie Lee Pettijohn and is happy to see them getting what they deserve. He spoke that he would <br />like to see the Building and Development Department get it together and spoke negatively about <br />their management of projects. <br />Thom Prentice, 213 Trestle Tree, addressed the Council regarding a court case on 7 -25 -12 and <br />felt that his constitutional rights were violated. He stated that he felt Judge Burke and Prosecutor <br />Fjetland were bullies, and asked that their raises be denied. <br />
