Independent School District for the City to assign four Police Officers to the School <br />District to serve as School Resource Officers; authorizing the City Manager to execute <br />this agreement on behalf of the City, and declaring an effective date <br />MOTION: Upon a motion made by Council Member Thomaides and a second by Council <br />Member Thomason, the City Council voted seven (7) for and none (0) opposed, to approve the <br />consent agenda. The motion carried unanimously. <br />Public Hearings <br />11.7:OOP.M. Receive a Staff presentation and hold a Public Hearing to receive comments <br />for or against Ordinance 2012 -40 adopting a budget in the sum of $160,788,609 for the <br />Fiscal Year beginning on October 1, 2012 and ending on September 30, 2013, <br />authorizing certain adjustments to the budget with the approval of the City Manager; <br />approving Fiscal Year 2012 -2013 Capital Improvements Program Projects; including <br />Procedural provisions; and providing an effective date; and consider approval of <br />Ordinance 2012 -40, on the first of two readin s <br />Mayor Guerrero opened the public hearing at 7:36 p.m. <br />Lisa Spencer, 100 East Mimosa Circle, provided council with an update and handout on the <br />Scheib Center Schedule. Ms. Spencer expressed her appreciation to Council for their support. <br />Rob Roark, 1804A Hunter Road, complimented the transparency on work done has greatly <br />improved. Agrees the work on the Scheib Center is great, however cross walks are not being <br />created to walk to the Center, please consider money that needs to be included. Suggested <br />council allow kids to review our budget, we would learn something. Lastly Mr. Roark <br />disapproves of the wayfinding project; he feels this is complete waste of money. <br />Sherwood Bishop, 124 Elm Hill Court, congratulated everyone for the accomplishments in this <br />budget process. <br />Diane McCabe, 1315 Alamo Street, expressed her appreciation to Council and asked for their <br />support of the art funding request. <br />Calvon Hanson, 213 Scott Street, asked that Council support the art funding request. <br />There being no further comments, the Public Hearing was closed at 7:46 p.m. <br />MOTION: Upon a motion made by Council Member Thomaides and a second by Council <br />Member Porterfield, the City Council voted seven (7) for and none (0) opposed, to approve <br />Ordinance 2012 -40 on the first of two readings, to include an additional $19,434 for additional <br />Arts funding, $50,000 to fund the Youth Master Plan, $25,000 for Downtown Cooperative <br />Advertising; adopting the new sum of $160,883,043. The motion carried unanimously. Council <br />also provided direction to hold off on moving the Way- Finding Project up on the CIP list. <br />Council also reached a consensus regarding the addition of a community service component to <br />
