<br />I <br /> <br />I <br /> <br />I <br /> <br />City of San Marcos <br />Housing Infill Development Incentives Policy <br /> <br />Types of Incentives <br /> <br />City-Wide Incentives <br /> <br />It is the intent of the City of San Marcos to offer incentives on a case-by-case basis so that the total package <br />of incentives may be designed specifically for each project that is proposed. This approach will allow the City <br />the maximum flexibility necessary to satisfy the unique needs and concerns of each applicant and the needs <br />and concerns of the City and its citizens. <br /> <br />The criteria outlined above will be used to determine whether or not it is in the best interests of the City of <br />San Marcos to provide any incentives to a particular applicant. The extent to which a proposed project <br />furthers the goals and objectives of the City of San Marcos and the projected impact of the project on the <br />City will be used to determine the types and value of the incentives provided. <br /> <br />The following incentives may be requested by the applicant and are subject to approval by the City Council, <br />at the Council's sole discretion: <br /> <br />a. Reduction, elimination, deferred payment or reimbursement of building permit fees, plan review <br />fees and contractor licensing fees. <br /> <br />b. Reduction, elimination, deferred payment or reimbursement of processing fees for subdivision, <br />zoning or land use amendments. <br /> <br />c. Reduction, elimination, deferred payment or reimbursement of engineering review fees. <br /> <br />d. Reduction, elimination, deferred payment or reimbursement of landscaping or tree preservation <br /> <br />fees. <br /> <br />e. Reduction, elimination, deferred payment or reimbursement of utility tap and meter fees. <br /> <br />f. Public participation in, or financing of, specific water, wastewater, drainage, street or electrical <br />system improvements. <br /> <br />g. Initiation of a municipal assessment program to pay for the costs of certain public improvements. <br /> <br />h. Establishment, where legally allowed, of special districts such as public improvement districts or <br />tax increment financing districts. <br /> <br />i. Reduction, elimination, deferred payment or reimbursement of park fees paid in lieu of the <br />dedication of park land. <br /> <br />Neiahborhood Enhancement Proaram Incentives <br /> <br />To foster affordable housing and neighborhood enhancement, the City of San Marcos has developed an <br />incentive program targeted to housing builders. The City will rebate funds to builders upon sale of a home <br />meeting the targeted housing price point in a targeted area of the City. Fees to be rebated include tap, meter <br />installation, construction permit, site preparation plan permit, plan review, subdivision processing, zoning, <br />land use review, engineering review and impact. A cap for all fees rebated not to exceed $5,000 will be <br />imposed. Another incentive for this program will include fast-track permitting/plan review and a faster <br />incentive review process. In order to be eligible for the rebate, completed homes on infilllots should cost no <br />more than the targeted price point, including the lot cost, and be turn-key construction.
