This provision shall not prevent the appointment, voting for, or confirmation of any <br />person who shall have been continuously employed in any such office, position, clerkship, <br />employment or duty at least thirty (30) days prior to the appointment of the Director or officer so <br />appointing or voting. <br /> <br />ARTICLE XIII <br />AMENDMENTS <br /> <br />A proposal to alter, amend, or repeal these Bylaws shall be made by the affirmative vote ofa <br />majority of the full Board then appointed and serving at any annual or regular meeting, or at any <br />special meeting if notice of the proposed arnendment be contained in the notice of the special <br />meeting.
