<br /> 131 <br /> RESOLUTION 1998- 74 R <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN <br /> MARCOS, TEXAS, ESTABLISHING RULES AND REGULATIONS <br /> REGARDING THE USE OF EXCESSIVE FORCE DURING <br /> NONVIOLENT CIVIL RIGHTS DEMONSTRATIONS, INCLUDING <br /> PHYSICALLY BARRING ENTRANCE TO A FACILITY OR <br /> LOCATION WHICH IS THE SUBJECT OF SUCH <br /> DEMONSTRATIONS AND DECLARING AN EFFECTIVE DATE. <br /> PART 1. It is the policy of the City of San Marcos to prohibit the use of <br /> excessive force by the law enforcement agencies within its jurisdiction against any <br /> individual engaged in nonviolent civil rights demonstrations. The City's policy also prohibits <br /> the physical barring of any entrance to, or exit from, a facility within its jurisdiction which is <br /> the subject of such demonstrations. <br /> PART 20 It is the policy of the City to enforce this policy to the full extent allowed <br /> bylaw. <br /> PART 3.
